Of the progress of Japan's operations against the Ger mans at Iviao Clmu practically nothing enn be learned here, even in official quarters, owing to the strictness of t'ae Japanese censorship. Chinese government functionaries themselves neur the scene of the cam paign arc not allowed to send out any thing concerning Japanese reverses, de lays or even slight losses. There has been no objection to the filing of news telling of victories by the mikado's forces, but only such vague references to regiments and warships arc permitted that it is impossible to tell what is meant. Mail -advices from Tokio are to tlie effect that a similar policy has been adopted with reference to incoming ca bles, with the result that the people have been regnled with a stirring series of Japanese successes but have heard next to nothing of any of the difficul ties of the ruuipnitn.
