Caileton, Or., Aug. 13. The plant of the i arli ton Lumber company is a mass of ruins today a the result of a fire which broke out shortly before mid night. The damage is estimated nt $3110,000. The fire departments of Me Minmille and Yamhill, rushed here by a special Southern Pacific freight train, co-operated with the local department in subduing the flumes. Lumber valued nt $100,000 was saved through the ef forts of the combine departments. LEWIS REFUSES TO CERTIFY LANDS State Kngineer Lewis yesterday noti fied the State Desert Land Hoard that he had examined lands which the Con tial Oregon Irrigation Company wishes to have patented and that, because of excessive leakage, he would not certify them. The list, comprises 6763 acres to be watered by the Pilot Hutte canal. The State Kngiueer also wrote dov ernor West a letter taking exception to a communication of the executive to Secretary of the Interior Lane. Mr. Lewis says in his letter: "I regret to note that you take ex ception to the statement that 'this re port (referring to one submitted to Mr. Lane regarding Government and state cooperation in irrigation work) has been jointly agreed upon by the co operating paities,'' stating that 'this should be changed to read co-operating engineers, as the co-operating par tics includes the Secretary of the In terior and the governor of Oregon, neither of whom have had to do with the propaiation of the report, nor have as vet approved the findings.' "Had you taken the time to inquire into this matter I believe you would have found that the wording to which you object is in accord with both the letter and spirit of the state law and contract thereunder." Mr. Lewis says no provision is made in the contract for the approval or dis approval by the governor. In his letter to the Desert Land Hoard declining to certify patents to land in the Central Oregon Irrigation Project, the engineer makes the start ling annoiiucenieiit that the seepage losses are 71 per cent of the water diverted, lie says: "Excessive seepage losses, appear to result from cheap construction of the canals. Natural draws are used where it is apparent that such water escapes through crevices in the rock to sub terranean passages." Mr. Lewis says that he lion's his action will result in a definite provi sion for remedying the conditions be fore the settlers have paid in full for water which cannot be delivered.
