A strong plra for Alaskan coal for navy use on the Pacific coast was voiced today be fore the senate committee on territor ies by John Higgons, a navy pay master. The navy, according to Higgons, is using (250,000 tons of coal annually on the pacific coast, and it is all ship ped from Norfolk and Baltimore. "In case of war," said Iliggons, "the government would be forced to demand the sen-ice of all colliers, and this would practically paralyze all pri vate industry."
