Superior Judge Bradley C. Sargent,
which caused his court room to sit up
sharply.
Judge Sargent handed down his de
cision while sitting for Judge Cnbo
nlss. He reversed a decision of Police
Judge Deasy In the oase of F. Encoy
ande a laundry man arrested on
charges of violation of ordinance per
taining to the employment of laundry
workers between 7 p. m. and a. m.
Judge Deasy dismissed the case, hold
ing that the city supervisors In fram
ing the ordinance, hod exceeded their
authority, and that they had deprived
the defendant of a constitutional right'
In his opinion Judge Sargent seta
forth:
"It has been said with truth that the
only liberty worshipped In this coun
try is the Image graven on the Amer
ican dollar. Sordid avarice and greed
for wealth reck not of the cry of
starving children or the despairing
sighs of weakened motherhood. Women
today In this city working In laundries
cannot protect themselves against the
competition they meet, and therefore It
has become the duty of the board of

ticipation of tho opening of the Pana
ma canal, several eastern capitalists
are establishing a line of freight
steamers to carry West Coast lumber
from Tacoma and Timet Sound points
to Atlantic coast ports, according to
advices received today from the Mer
chants' and Manufacturers' Hoard of
Trado of New York, by the commer
cial club here.
Associated with the new enterprise
Is F. S. Pendleton, who Is said to be
tho largest Individual lumber carrier
on the Atlantic coast, In the begin
ning the line will consist of five steel
10-knot freight steamers, each callable
of carrying upwards of 4,000,000 feet
of lumber.
The fleet will be Increased as the
demand for tonnage Justifies.

R. E. Edgecomb, of the highway en
gineering department at tho Oregon
Agricultural College, held an exten
sion Institute at Toledo March 4 at the
request of the Lincoln county road su
pervisors to discuss good roads build
ing. The extension division Is receiv
ing roquets from all parts of the state
for similar help as a result of the post
Hon the college has taken In regard to
types of road construction most eco
nomical to maintain practical, and
proven generally satisfactory.
A short course for supervisors who
can arrange to come to the college for
Instruction Is now given, and nil who
wish to study road building at home
have only to ask for the extension bul
letin, "Highway Improvement."
Gus Lango, Scappooso, supervisor of
district 17, Columbia counly, recently
spent ten days nt the college taking
the short course In highway construe,
tion. He learned to use the transit
und level by laying out Imaginary
roads over the campus, and establish
ing proper grades under supervision
of S. M. P. I'olan, civil engineer. He
is now able to take the Instruments,
establish grades of sufficient accuracy
determine contours and profiles and
for bis work In professional road
building.
Evory road supervisor In Oregon
should spend ten days or more at the
college learning the scientific side of
road building sufficiently to enable
them to handle the roads of their own
districts in the best way possible, Mr.
lnge said on leaving.
"My district has just voted a five
mill road tax which will amount to
about $4000," he said, "and I now fool
that I can soo that It Is properly In
vested In permanent Improvements.
Since I have had the advantage of this
brief Instruction, I have learned how
to verify the work of engineers and to
do some of It myself."
