by Check or Draft.
Over tho vigorous protest of Sena
tors Ncunor and Dlmlck, who are Joar
f ul lest In the next two years the num

doubled or trebled, the senate today
adopted tho majority reiort of the
committee on counties recommending
the passage with amendments of the
Parson's bill amended a vetoed bill
and making provision for formation of
new counties.
As originally drafted the bill provid
ed that steps might bo taken for the
formation of new counties from 600
square miles of territory, containing
2500 peoplo and an assessed valuation
of $3,000,000, provided no border line
of the proposed county should be with
in 10 miles of the county seat of any
other county.
As amended, any proved new coun
ty must have 4000 residents and an
assessed valuation of $5,000,000. Final
consideration of the bill was mado a
BKcial order for tomorrow at 2
o'clock.
A lengthy debate took place ovor an
adverse report on tho. house bill pre
pared by the committee on labor In
dustrios for an act to protect the
health of persona manufacturing,
packing or handling Portland cement
by making it compulsory to pack the
cement in paper-lined casks. The bill
was Anally dofeatted, but luter it was
decided to reconsider It tomorrow.
The senate decided that It is not
criminal for a man to overdraw his
bank account and henco defeated the
Forbes bill. Senator Day even wanted
to take an expression of tho sonata to
ascertain how many criminals there
might be lu tho upper house Bhould
the bill pass. Tho Forbes bill made It
a crime to draw a check or a draft on
a hank when not having on deposit at
the bank funds to meet the check or
draft drawn.
An Odd Legacy.
Thomas Jefferson, the founder of the
Jefferson family of actors, was remem
bered curiously In the will of Weston,
who was himself an esteemed member
of (iarrlck's company. Weston's will
contained this Item:
"1 have played under the manage
ment of Mr. Jefferson at Itlcbmond nnd
received from him every politeness. I
therefore leave lilm all my stock of
prudence, It being the only good qual
ity I think be stands in need of."
Wellington and Waterloo.
Heine, In speaking of Wellington's
good luck at Waterloo, says: "This
man has the bad fortune to meet with
good fortune when the greatest man of
the world Is unfortunate. Wo see In
him the victory of stupidity over genius
Arthur Wellington triumphant when
Napoleon Bonaparte was overwhelmed.
Wellington mid Napoleon! It Is a won
derful phenomenon that the human
mind can nt the same time think of
both these names."

FROZEN BY FISH POWER.
Truthful Tale About Making Ice Cream
In Nova Scotia.
Not all the fish prevaricators live In
the United States, according to the
Mariner's Advocate. Au editor recent
ly received the following letter:
"I have read an Interesting account
of singing tlsh In your paper. It re
called to me the memory of a rather
remarkable tlsh we have In Nova
Scotia. It Is known as the 'frost fish,'
because It. may be frozen like a lump
of Ice, but If placed In wnter In that
condition It soon thaws out nnd swims
around as vigorously as ever. The na
tives make use of this property to
make Ice cream. The fish Is caught,
frozen nnd placed In tho cream. In
thawing out It freezes the cream, and
Its movements at tho snmo time bent
the mixture, making It smooth."
Taking them by nnd large, from
Moosehend lako to Puget sound and
from the upper Mississippi to the gulf,
we have somo very capablo nnd In
