The Cnpitul Journal's columns of
yesterday got, slanglly speaking, the
goat of Hon. Put McArthur, speaker
of the house, and so much so that that
usually urbane gentleman gave way
to his feelings and devoted a ten min
utes address to. advertising this news
paper. True, he scolded a little, too, but
twice during his remarks he called the
Capital Journal aa "excellent newspa
per," and again as "a very excellent
newspaper." Right out loud, Just like
that, he said it.
Now, Pat cannot outdo the Capltul
Journal in courtesy, and he's going to
gefr his back scratched right back. He
is one of the best speakers that ever
graced the lower hotiso of the Oregon
legislature. In fact, he's a jlm dandy
speaker. He keeps things moving with
despatch during houses sessions. But
the dllatoriness of the legislature com
plained of lies not In the despatch of
business In open sessions, but In the
lack of getting Important business, the
big buslnes, ready In committees for
transation In open sessions. That Is
not Pat's fault.
It was Just before tho afternoon ad
journment that Speaker McArthur
started his address by waving a copy
of the Capital Journal around In the
circumambient ozone and asked the
house members to turn to the X-Rnys
and Smiles columns on the editorial
page. Two-thirds of the members
turned their Capital Journals to the
page, while tho other third kicked
themselves for not taking this' paper
and vowed they'd subscribe as soon
as possible and quit borrowing It
Pat roads this column dally with
great glee at the hot shots therein
contained on other folks and thlng3,
but yesterday, alas, he took umbrago
at two Items. The first related to tho
fact that the legislature would surely
put the governor In tho hole unless It
got busy quick and passed Borne bills
for him to veto.
The second told of the Importance
of the Multnomah delegation In the so
called organization that has been and
Is controlling tho house and senate,
and pointed out that the big majority,
tho outside members, could easily put
a crimp In the organization minority
If they would only unite.
Pat explained that If these Items
were not in (he funny column and had
been written seriously, ho would be
madder yet In fact, ho would resent
them seriously. He had not yet seen
tho news artlclo on the first page,

.bold type.
In all fairness to the speaker It
! should be a'ntcd that he Is a conscien
tious official and Is Jealous of the rep
utation or the house. He thinks It Is
'an excellent body and that It has ao
complshed wonders so far this session,

Portland delegation cam down to the
Capital with any other purpose In
view than the welfare of the whole
state, and declared that the delegation
played fair wl'h all and made no effort
to hog things for Portland. Ilo point
ed out the Importance of Portland,
half of Oregon In population and there
fore paying about half the taxes of the
state, und declared further ihat Mult
nomah people cheerfully paid these
taxes, too. Therefore, they were en
titled to considerable say In legisla
tion. Nevertheless they were modest
and liberal.
Then the speaker decried tho efforts
of up-state papers to create sectional
fooling against Portland and the Mult
nomah delegation, and declared that
no such feeling existed In tho present
legislature. Sectional feeling and fac
tions did exist In past legislatures, he
said, and he pleaded for continued
"unity and harmony" In the present
body.
Hut the Bpeakor did not deny that
there Is an organization, In fact he
said nothing on that subject, so he
probably knows nothing about It. In
view of this, Governor West and not a
few country members of the house who
were on the point of Insurging, are
mistaken.
Therefore the Capital Journal with
draws the allegation that an organiza
tion controls the legislature and Is
holding back the many Important bills
carrying $9,000,000 In appropriations
with only seven days of legislative life
left.
The Capital Journal amends this by
stating that there Is a Providence, a
mysterious unseen foro controlling
tho legislature and holding back these
appropriation bills so as to be able to
throw them before the house all In a
lump at tho last minute when they
cannot possibly be given half-way
proper consideration and must be
rushed through pell mell. And this
unseen force will undoubtedly come
out from the confusion greatly bene
fited. Meanwhile, In view of yesterday's
developments the rural members of the
house, who were about to Insurge,
think that the publication of their
plans In the Capital Journal yester
day, has thrown a scare Into tho or
ganization which will result beneficial
ly to their Interests. Hence they will
wait, and seo before going further with
tho Insurgent plot.
In this connection It Is rather signi
ficant that Speaker McArthur and the
house ways and means committee held
a meeting In the speaker's odlce last
evening.
Hardly had Speaker McArthur fin
ished his speech yesterday afternoon
than Forbes, of Crook, who had read
the news artlclo which escaped Pat's
eyes, was on his feet. He objected to
tho statement In this story that Port
land mombo.'s were the brains and
prime movers In tho organization. Mr.
Forbes wanted It distinctly understood
that the Portland members were not
Hie brains of the legislature. Ho
would match the brains, Intelligence
and ability of the eastern Oregon dele
gallon with those of any o4hor, he
said. He also deplored sectional feel
lug, and then proceeded to denounce
a statement made by Johnson of the
Marlon delegation as to the value of
lund In a certain section of eastern
Oregon.
Mr. Johnson Immediately replied by
making his previous statement strong
er and declared that, he had told the
truth as ho was familiar with the sec

Howard, of Douglas, at this Juncture
put nil end to tho combat by moving

days of striking on the part of 38
girl employees in the paper bag mill
of the Crown Columbia Paper com
pany have gained them an advance
from $1.10 to $1.25 per day and the
girls returned to work today with
the assurance thnt the Increase will
be given the first of March.
Improved sanitary conditions in the
mill, which wero also demanded by
the strikers, are promised by the
company.

Vera Cruz, Mexico, Feb. 13. While
the bnttle rages In the streets of Mox-
Ico City between the Diaz and Mndero
forces, organized mobs are carrying on
a general looting campaign, according
to dispatches here yesterday after
noon. Even houses In the line of fire
are being plundered, and, It Is Bald,
a state of anarchy Is threatened.
Nearly every Btore In the city has
either been plundered or Is closed.
Food stuffs are bo high ns to be una
vailable to the poorer classes, and a
famine is threatened.
Hanking Hills Passed.
The House yesterday passed the
bill of tho committee on banking, to
limit deposits in sfnto banks to ten
times tho capital surplus of each
bank, nnd passed another banking
measure relating to giving preference
to depositors. Among other bills

county courts to ask for bids whore

dren of tender yenrs slave for hours In
canning Bheds, with their blistered fin
gers wrapped In rags, and likewise In
tenements, making toys, flowers and
plumes, and how women toll some
times for mere pittances In Industrial
establishments In this state Is de
scribed In the report of tho New York
state factory Investigating committee,
submitted to the legislature today .
The report says that canneries op
erating In the rural districts never
have obeyed tho stato child labor law,
"because they never had to."
"Mere Babies'' Employed,
"Employment of mere babies," the
commission holds, has been the result
and It adds that of 12.19 children found
nt work In 33 sheds, tho eldest was 11
years old, and the youngest was 3.
Many of tho canners, the report ex
plains, aro opposed to the employment
of children and half of them do not
resort to It, "but as the canning Indus
try Is largely devoted to the exploita
tion of foreigners the parents of the
children make them work."
Women's Health Impaired.
Of women workers tho report says;
"No woman can work from 10 to 2
hours a day for weeks and In some
cases months without permnnent In
Jury to her health. Yet women are
doing Just this thing In the up-stato
canneries In binderies nnd In other
factories and in the shopB during the
six weeks' Christinas rush. In the
large canneries, tho work keeps up
pretty regularly for a Benson of four
or five months. A week of Si, A.I In
cases 110 working hours Is not fol
lowed by a week of comparative rest,
but nnolher almost as bad, and the
pay averages 10 cents an hour."

tree felled r8 years ago, was made In
to fence posts a few days ago by O. P.
Adams, who Is nearly 85 years of ago,
