FRANCHISE OBJECTIONS NUMEROUS Should the committee on rules In whose hands Ik an ordinance Intro duced at the last session of the coun cil granting a franchise to the Port land, Kugene & Kastern, fall to ma terially revise It and eliminate from it what are considered objectionable features, It Is pretty safe to predict that It will never pass the council, and If it does iass the council, cer- tain It Is that It will not escape the veto ax of Mayor I.ac.hmiind. The Objections. Mayor I-aclimtind when the ordi nance was given its second reading, outlined the objections he entertained to the franchise, and In the absence from the city of the chairman of the committee of ordinances referred It to the committee on rules of which Councilman Kldridge Is the chair man. The first objection the mayor has to the franchise. Is that according to Its terms. It virtually grants a fran chise to the Southern Pacillc, as It Is provldtd that should the Portland, Kugene & Kastern fall to com ply w ith certain conditions, that the Southern Pacific may fulfill them. Another feature Is found In the provision that the franchise Is grunt ed to the Portland, Kugene & Kast ern Its successors and assigns. It Is contended by the mayor that under this provision, the company Is vested with full power to transfer or assign the franchise to the Southern Pacific or any one else. Two other features which are meet ing with objection are that It carries no penalty clause In the matter of the storage of cars, and that there is an absence of n provision to require the company to pave between the rails. Change Desired, The changes desired are that the Portland, Kugene & Kastern shall be made responsible for the failure to fulfill all conditions, and the Inser tion of a clause providing that In the event that It does fall to fulllll them that the franchise Is forfeited. An other clause desired Inserted Is that the franchise shall not he transfera ble or assignable without the consent of the council. Mo llcport Monday. The committee will submit no re port on the subject Monday and will not submit a report on It until a conference can be had with the Or egon Klectrlc people who also have a franchise on the same street where the Welch franchise Is asked for Front Btreet. The cast Is complete for the mu sical comedy to be given at the Grand opera house by local talent' for the benefit of th Carnegie public li brary. The dramatic roles will be played by Mrs. Ethel Cotter and Mrs. Thos. Williams, both being the best mate rial that can be had. .Mrs. Cotter is well known In this part of Oregon as an entertainer, and part offers her ample opportunity for her abili ties. Mrs. Thomas Williams Is popular In music circles, being one of Salem's best tenor singers. The rest of the cast will Include Mr. A. L. Knorr as "Janet;'' Ml;.s Kiinane C'ralg as "Temiie," Mr. Tom llolman as "Dick Carrollton," Mr. Lloyd Mott as Mac Alister Macbeth." Mr. Claude Helle as "Senator Car rollton," and Mr. Dave Vanlls as "Judge Quackly." The chorus is working hard and will be composed of popular society young people of this city. The songs are the latesc, and all spoolal care is being given to the staging, In order to make this the best production ever produced by local amateurs. This piece of paving Is a delight to the eye, the curve being perfect and the surface as even as the top of a billiard table. ( HE SOON GOT HIS OLD JOB BACK AGAIN Hut paroled firm the penitentiary a lew months ago George Thompson ! again doomed to spend another term behind its walls, for he was given an indeterminate sentence In the circuit court this morning by Judge Kelly for forgery the mini mum sentence being two years, and tho maximum 20 years Thompson had been paroled but a few days from the penitentiary by the parole board, ho serving time fur forgery, when he repeated the crime by forging the name of Father Moore to a check, nnd passed it on Prank Collins, the saloon man. Hard ly had he pocketed the money ob tained on the check before the po lice were on his trail, and had him under arrest. This nmrinlng his attorney made an application for parole, but his prior conviction barred It. Clemen cy was asked for, but tho Indeter minate sentence law arose as an obstacle, and whatever mercy he may now get, he must look to the parole board for, and Its confidence he has violated. lie is a young man, intelligent and "eat In appearance.
