The newspapers harp on the few men who have abused the confidence of Governor West in his prison policy. Eut they should consider the betterment of conditions for the hundreds who do not run away. No system of prison policy but would be subject to attacks and possibly not work perfectly. Give Governor West a chance to try his way of dealing with prisoners, and then pass on his four years. It should be remembered that, barring the one Portland bank er, the men in the state prison are poor men. They are unfortunate and castaway class of citizens who have no educational or social advantages. It is easy to win applause by boosting the interests of the fa vored portions of the social structure. o DALLAS APPRECIATES RECIPROCITY. The Dallas Itemizer has a howl about "reciprocity" that amounts to a squeal that Salem people did not attend the Dallas fair by the thousands. They complain, and with some justice, that Salem, with a cheap and easy means of railroad travel, did not go to their first annual county fair. It will be recalled that away back last spring the Salem bunch to the tune of about a hundred and fifty got a special train one evening and went to Dallas and tried to warm up Dallas a little, but dear old Dallas just got away off in one corner of the bed and we could not touch her. There was not a word of good cheer or reciprocity from the people of Dallas, and the newspaper men gave the whole visit a frost. But it i3 good to see that you are sitting up and noticing the value of reciprocity, and Salem is ready to show great gobs of it where we can find out that it is wanted, and next year we will try and take in your fair. What do you say to meeting us half way at a big reciprocity booster meeting at Independence? o A POOR TIME TO STRIKE. After about eight years of high-class prosperity there is to be a general strike on the railroads. This is a poor time to precipitate a strike, in the face of a long winter, with labor unemployed. There are about two men for every job in the country, and the strike will not add a single day's work. It is true the high cost of living is a problem, but the high cost of labor is also a problem for the employer. The result of the San Francisco city election shows that the people generally do not appreciate dictation. Labor organizations must pursue conservative methods, and be willing to consider the rights of employers. The laborer with a home and a family and a stake in the com munity is entitled to liberal treatment. But the time Is past when employers can be intimidated by floaters, tramps, professional bums or agitators. o SUPPORT THE Y. M. C. A. WORK. Business men could well afford to support the Young Mens Christian Association with membership. A business man is always an animal of more or less sedentary habits getting soft and logy in his physique. Any' man who is behind the desk or counter all day should hit the gymnasium or the wodpile two hours a day. The punching bag would keepa man from broadening out amidships and getting the camel hump at fifty. The night classes for different kinds of professional work are a good place to brush up mentally. Many a man could be in busines for himself if he would move forward with his equipment educationally. The Salem Y. M. C .A. has one of the best gymnasiums and educational departments in the state. BREAKING DOWN CIIEMAWA. Edwin L. Chalcraft superintendent of the Indian Training school at Chemawa, near Salem, who was suspended April 27, pending an investigation of charges preferred against him by his assistant, W. P. Campbell, has resigned from the service. Proper result all around. Burns news. The end of the game is not yet, but there is a fight on to still further cripple Chemawa. It is known that when the Salem school is weakened the one at Puyallup is to be built up. There lias never been a better worker for the welfare of the Indian children than Superintendent Chalcraft. The business men of this city should realize that there is a deep laid scheme to cripple Chemawa. There was a rally at the as sembly hall of the high school Thursday, at which chairman Moores, of the Board of Education was pres ent. City Superintendent Powers pre sided and reviewed the courses of study offered, Including the teacher's training course, which Is equivalent to the first year's work at the state normal school. Miss Price made a fine presentation of the domestic science work, the full equipment for which has arrived, and the classes are being formed. Miss Price was busy all day Saturday In stalling her dishes, pots, kettles and pans. Janito- Lowrey was helping wash dishej like a good fellow. At the rally Prof. Davis, of the commercial department, made an ad dress on the value and Importance of that work, and announced lectures on the history of commerce. Principal Kirk aroused interest In the athletic work nnd showed the need of getting busy on football, to be able to meet the Eugene high school team. Joe Kaiser and Harold linger are showing up In good form as the man agers of the Clarion. A defective flue was discovered In the high school walls that may be dangerous. , The Salem Y. M. C. A? opened Its year's work with a monthly rally Sunday afternoon. There was a large attendance, and many promi nent citizens sat on the platform. A fine address was delivered by State Secretary Ivan E, Rhodes. It was a practical appeal to make re'iglon a reality in the dally life. Walter Jenks presided in a very pleasant manner and introduced the different numbers on the program. Miss Mary Schultz played a violin solo, and displayed fine technical training and brilliant execution. She also Joined with Frickey in a duet Mrs. Hugh Bross Plnnell sang a beautiful solof "My Redeemer," that would have won her applause and a recall on any other occasion. All the Y. M. C. A. classes open this evening and all the regular work in the gymnasium starts today with a large enrollment In both departments. K X J i Am Going to Work for Dave and Al. IS NOT ENOUGH MONEY FOR THE INSTITUTION Because of the failure of the state legislature to appropriate enough money for the maintenance of the feeble minded institution, the new dormitory to be erected for the school will likely remain unerected until that body convenes again. The legislature appropriated $25,- 000 for the construction of the dor mitory, and plans are now being drawn for It, and It is badly needed, too, as there Is a large waiting list for the Institution. The legislature cut the maintalnence fund of the In stitution, however, so thata there Is not more than enough now to carry those confined In It, and as a result the new building, If completed will be unoccupied until an appropriation Is made by the next legislature. Journal Want Ads Bring Results A Salem wag, just for a joke, but who hit about right the pace Salem autoists set on some of the streets of the capital, saw a sign posted on one of the corners which read : "Autombile speed limit 12 miles an hour." He changed it to read 42 mile3 an hour and the autoists have not increased their speed around the cor er, indicating that he has hit off about the gait at which the au toists travel in that part of the city. It corresponds with the flights indulged in on some of Eugene's streets at times when no officers are in sight. Eugene Register. At Salem the speed limit is twelve miles an hour. At Independence the speed limit is ten miles an hour. At Monmouth the speed limit is eight miles an hour. : At Pedee the speed limit is probably six miles an hour.
