It rhe prospective opening to settlement of two Indian reserva- 'tiqns, one in Minnesota and theother in North Dakota, has brought a crowd of applicants to the land offices to take chances on the raffle of farms which the government is about to hold. When settlers will gather from all parts of the country in fnW of a land office and stand in line for days and weeks in the hope of winning something in a gambling game, in which the prizes are permission It pay $1.25 an acre for 160-acre farms, it does look as though there must be a considerable amount of larid hunger and a great scarcity of land. Yet it is a safe assertion that every one of these applicants frdm a distance had to pass over large stretches of unused land to reach the land office, and much, if not all of this land, is bet ter and more conveniently located than the land which is to be raffled off. In all the states the tax laws are so drawn that land held out of use is not taxed as much as land which is being put to some productive use. Jn this way land owners are encouraged to hold land out of use on speculation, .while land improve s are discouraged. So, in a country big enough to furnish farms for all the farmers in the world without exhausting its supply, there is nevertheless such a scarcity of available land that the opening of a reservation causes a rush from all over the country for a chance to get a farm. The remedy is obvious. A reversal of present taxation methods is necessary. Tie total exemption of labor and labor products from all kinds of taxation and the placing of the entire burden on land values, would at once cause the opening of all this unused land to labor. ljand owners who are putting their land to its most produc tive use would, under this change, experience a considerable lightening of tax burdens. Land owners who are holdingout f use on speculation, would find their taxes increased, and would at once realize the desir ability of either improving the land themselves, or letting others do it. There are reservations close by that need opening. And there are thousands of acres of land in Eastern Oregon better than any of it open for settlement, that can be had any tim. American Economic League. J o WHY CONGRESSMAN MOORE IS PROUD. The he American Economic League has the following on subject of "Pride:" Most people would hardly feel proud at being shown up as easy marks. But there is a congressman from Philadelphia, named Hamp ton Moore, wh6 believes that should be a source of pride. The occasion wa3 a discussion' in the house on the cotton schedule. Here reference was made to.the oilcloth manufacturing firm of Thos. Potter Sons & Company, of Philadelphia, a concern en joying the benefit of 145 per cent tafiff protection .but which nev ertheless boasts of selling its products in thirty different foreign countries in free competition with the product of foreign labor. Of course, it sells to the foreigners at a lower price than to Americans. Mr .Moore, on hearing this, remarked : "Should not that be a source of pride?" If the foreign purchasers of Potters' oilcloth know the price that must be paid for it here, and know how Americans insist on keeping up that 145 per cent duty under the impression that the firm cannot compete with foreigners, they must have some opin ions to express which would make a sensitive person feel as proud ns the victim of a gold brick swindle must feel on learn ing the true nature of such a transaction. Congressman Moore thinks such a victim ought to feel proud if he should hear that the person from whom he bought ' the "gold" brick at an exorbitant price had sold thirty other bricks to different people, but at a price na higher than their intrinsic value. The gold brick swindler would probably say the same. BREAKFAST IS CLEAN BUT LACKS NAPKINS If the man who objects to his j wife's cooking will visit the city jail i any morning during the breakfast ; hour and watch th eprisoners re- ceiving their breakfast through the j iron door, he will probably vow never ; again to make comment on the re sult of his wife's endeavors to coax the steak and eggs Into the proper j shape before serving. I There were 35 men for breakfast 1 at the city tail Friday morning. Most , of them were arrested for being ; drunk and keeping late hours. This ; is the largest number to be on hand at the station for several months. i About 9:30 this morning Mr. Mc- Gilchrist, manager of the White, House restaurant, who has the con tract for feeding the prisoners at i the city jail, arrived at the station , with a pail of coffee and three bas- j kets. Mr. McGilchrist doffed his coat, produced a long carving knife and , proceeded to slice several long loaves of bread. Each man Is given five slices. No butter Is supplied. The men are lined up Inside the Iron door and each man Is given a tin pie plate containing a small supply of fried potatoes and five slices of bread. Then the coffee is served. There is one woman in jail at present. She Is in the woman's ward, which is sepa rated from the men's room. She re turned the tr'ai! rd meat given her this morning, telling one of Mc Gilchrl3t's waiters that "the food was not fit for a dog to eat.' Peter Grab er, driver for the fire department, whose headquarters are next door to the police station, and who assisted ln passing out the tin plates this morning, collared the returned meal, and gave It to his pet doc, just to show her. o State of Ohio, City of 'rolado Lucas County, ss.
