DAILY CAPTTAIi JOURXAIj, SALEM, OREGON, FRIDAY, MARCH 17. 1911 1 i ' COAST COAL CONDEMNED BY THE flAVY AlTKIl KKVEKH TESTS BY THE CIU ISEItS THE PACIFIC COAST COAL IS PRONOUNCED UNFIT IJY THE NAVAL HOARD. UNITED PHESS LEADED WIRE San Diego, CaJ., March 17. What ever the original purpose of the as sembling of the United States cruiser fleet here, announcement by Admiral Thomas to tli United Fress tpday precluded the possibility of any Im mediate war move. Admiral Thomas stated that target practice by the cruisers off Coroiiado would be re sumed at once, and this moans that the vsselg will be less scattered and that the present and commanding supply of coal will be used up so rapidly as to affect thet readiness of tho warships f(ori Immediate cruis ing. All the cruiser men will now be. gin on various kinds of target work, Including boat and shore practice. The West Virginia an dMaryland men have more tj do than those of the other cruisers on account of hav ing lost time during the coal tests, that have been occupying them for two months. Damaging facts about the value of Pacific coast fcoal were brought out In these tests, the official report declares. The sister cruisers, Mary land and West Virginia), up to the time of their arrival hore last week, were steaming unor the same condi tions at the same; times, the Mary land burning Pacific coast coal and the West Virginia using the regular Eastern supply of the navy. Com ing to San Diego from Puget Sound last week the Maryland consumed 600 tons more coal than the Wet Virginia. The Pacific coast coal is also exceedingly bad for the holler tuboa, It Is allege. Interested Seattlo men complained that the Pacific joast coal In the Maryland bunkerij hnd been mined too long, so another trial wan made with some fresh from the screens. The result was the same. Admiral Thomap states that such is the substance of the official re port submitted to him by Captain J. M. Orchard, of the West Virginia and Captain James C. Ollmwe, of the Mnrylnnd.' The report has bwn forwarded to the navy department. 6 BLAMES LABOR FOR WRECKIXO HCILMXO UNITED PRESS LEAKED WIIIB. Milwaukee, Wis March 17. On April 1 three mine-planting com panies will begin the work of mln. Ing the entrance to San Francisco harbor, undar the supervision of coast artillery officers, In accordance with orders from the war depart ment. 'A second order directing the dis tribution of the provisional regi ment of artillerists at the Presidio Co the forts about the bay was obeyed within an hour after its receipt. The various emplacements could be manned with service gun crewg at the present time, but sufficient men for relief duty are not at hand, ac cording to army officers. The mine planting order marks a more alert coast defense. The three artillery companies comprise 300 men who will become skilled mine operators under experienced officers. The planting will be done at night In order to give the men experience In mining a harbor under cover of darkness. In addition to this, night practice on the rifles at the forts will be held. The operations will be un der direction of Captain Johnson, district artillery engineer. Although It was first declared that the mines would be "dummies," It was later admitted that certain har bor pilots would be given charts of the mine fields and entrusted with the safety of shipping entering or clearing from San Francisco. The mine fields will be scattered In strategic positions, the greater number being placed In front of the entrance to the golden gate. Army officers declare that the planting Is part of the yearly "maneu vers" of the coast defense, but the order caused considerable speculation at the presidio. The thoroughness of the mining plans, as revealed, in connection with rifle target practice and exploding of mines, however, Is admittedly unusual.
