TO ADOPT A SYSTEM With the view of prevailing upon the board of county commissioners to adopt Bone good roads system for the county, a system which, wen adopted, and made use of, will have the effect of making the main highways of the county as good as the streets of the city of Salem a large delegation of the taxpayers of the county appeared bofore tho board this afternoon, and pointed out tho advantages which would flow from the adoption of a system, nnd petitioned tho court to adopt one. The delegation carried with It a petition signed by 1000 names of tax payers in the county as evidence thnt a canvass had been made to ascertain tho sentiment with relation to such a movement, and It was favorable to It. Speeches were also made by a number pointing out the necessity of makhiK the roads of the country better, and maintaining thnt It can only be effec tively ilone by the adoption of a sy i tem whlcih will have for Its object the pavoment of the highways with a high clnss of rock. Whllo no plan has been adopted, tho subject of building a road .1 flrst-daas highway from north to south In the country nnd from east to west, has been discussed, and this should bo the first work tnken up, should tho board adopt, a system, Af ter that tho Improvement work will be extended to the next Important roads.
