A bad precedent is being followed by the Salem City Council in seeking to get the people to authorize a bond issue for current expenses. . In the first place these deficits have been created by ignoring a provision of the city charter which says that aldermen Bhall not create deficits. ' The charter specifically provides that when aldermen disburse money in excess of the budget appropriation for a particular purpose they shall be liable personally. The city finds itself with $25,000 to $35,000 deficit at the end of a few years of progressive administration, and It is proposed to resort to a bond Issue. Of course, if the people vote down a bond issue, warrants will probably be at a discount, and the old conditions before the Hayseed administration' will recur. Then warrants drew six per cent interest, and sold at a dis count, and each year there was a greater deficit piled up against the city, and finally bonds had to be issued. The popularity of the armory proposition might carry with it a bond issue for other purposes, but the people will bitterly op pose 4ssulng-bonds for current expenses. " ' 1 At Haverhill, Mass., a Commission government was installed a year ago, and from a deficit of $37,000 the Commission comes out with a surplus of $20,000. . .'"Allowing good intentions on the part of the mayor and coun cil there was no warrant In the present charter, and the deficit is clearly without warrant of law, ' ' Alderman Lachmund, Carsou and Hill went on record against a bond issue for a deficit for current expenses, and Aldermen Hatch, Moffett and Low were absent. There is. still opportunity to keep the city on a cash basis and not engage in the hazardous trick of bonding . for current ex penses, by ordering a levy to pay the bills. "'There is not much excuse forissuing bonds for the Armory, but there is none whatever for a bond issue for current expense Unless this is stopped there will be a bond issue proposed fol lowing the windup of each yenr'f, business. The people will absolutely refuse to vote bonds for a deficit for current expenses. - Jf necessary, spread tho deficit levy over two years. ' ORGANIZE WITHOUT FACTIONS. ' The attempt to "inject a factional fight io tha organization Of the legislature is a political mistake. The selection of Ben Selling for president of the senate and Henry McKinney as speaker of the house would be fair and right And would eliminate any factional fight. Mr. Selling is a leader of the progressive policies inaugurated by the people of Oregon the Direct Primary law and the Direct election of U. S. senators. ' Mr. McKinney was an Assemlly nominee in his county, but ia a clean anti-Machine young Republican who comes off the farm n honest living, and not out of politics. The time has come for the professionals to let go and allov men who are willing to recogni vers of the people to determine matters, and who will play politics squarely. The Capital Journal believes that an organization of the legis lature with such men presiding over both houses would save tho taxpayers half a million dollars. Those who imagine they canplay politics on the old lines are mistaken, just as they were mistaken in putting the party in the attitude ot opposing popular reforms. An old-iashion grafting legislature is an abomination. o . THE DEMAND FOR ORIGINAL JURISDICTION. Tho amendment adopted by the people, if it means anything, means to give courts rights they did not possess before. ; It seems there are now some unfortunate persons lying in jail to whom no court will give consideration. The right to a habeas corpus is practically suspended - be cause it takes months and years to get an appeal. Men lie in jail on a voidable judgment, but cannot get their rights heard, and this is an outrage on Justice. ' ' It amounts to practical suspension of the right to trial and to gpeedy Justice In all kinds of criminal cases. The opinion of Justice King la that, under the new amend ment,, the supreme court is required to take original jurisdiction - This applies td such cases as where prisoners ire lying in jail and cannot get an appeal and'earinot give bail for'triaL' ! There is something radically wrong ' with A social system where only poor men get into jail, and then cannot .have trial. .. . ' " o PROGRESS AT BAKER CITY. The metropolis of Baker county Ras adopted the Commission form of city government. A Mayor and two Commissioners are elected by the city at large, and serve on a salary. The ward system of representation is done away with, and there is ho city legislature. ' " ' ' '" ." The Mayor receives $2500 per year and the Commissioners receive $2000 each per year. They put in all their time, and the Mayor is executive head of the city, with veto power. The people have the powers of Direct Legislation and the .power of the recall and referendum. One of the commissioners Is head of the water and sanitary fli'partmcnt, including fire service. The other commissioner is at the head of the street depart ment, including sewers, bridges and sidewalks. Tho mayor names the police, and has charge of the financial f .,!icy of the city. Other cities in Oregon are preparing to install the Commission fyvicn.
