For over a'month Portland's busi ness men have been put to much In convenience, freight has piled up in warehouses, and several men havo been severely Injured In clashes on account of the refusal of the operat ing draymen to pay a dally wage in crease of 26 cents to their team sters. Through it all the unions have stood aloof from violence, nd havo been anxious to deal with the employ ers, but their efforts toward reconcil iation were unsuccessful It Is believed that the much-talked- of general strike of all unionists in Portland, numbering 11,000 men, will result should the drawmen's as sociation decide not to accept tho of fer to arbitrate. While such action is not hinted at In tho resolution ask ing for peace, union leaders declare that suoh a step is under considera tion. While a great number of tho industrial population favor the supremacy of state over the church , there are thousands of Spaniards who believe the church should have equal rights with the civil govern ment. In view of the strained relations between Spain and the Vatican as indicated in de spatcho. from Romo and Madrid, the general feeling here, while Inclined to be antl-clorlcal, lsthat the power of th young king has been over rated in tho Madrid messages. Nearly every despatch coming from a Spanish city is strictly cen sored; tho fulsome prj'so accorded govermental personages is almost as sickening as it is ridiculous. Even after carefully pruning of the overrating of the official Spanish prowess, enough of the despatches remains to show that they are In tended ns curtains to hide from tho world the real stato of affairs in tho castillian realm. King Alfonso indeed has become a world figure, but in tho general European power ho is a sorry one. Undoubtedly his every move is ruled by his advisors, and tliesd are noted on the continent more for rapacity than for their patriotism. France, although anti-clerical and republican, is doing everything in her power to presorvo nutrallty along the Franco-Spanish frontier. Captain Ken dall will point out tho suspected couple, Inspector Dew will identify them If possible, and Chief McCar thy will mako the arrests.
