Tho commission,- in tho pamphlet, gives its views of what constitutes a good assessment, and calls tho atten tion of the assessors to tho erroneous Idea that municipal bonds, warrants and notes secured by mortgages are hot assessable. Attention is called also to the fact that the law exempt ing from taxation ?300 of personal property owned by a householder has been declared unconstitutional, and that therefore no exemptions are to bo made along this Hue. Tho commission also advises tho assessors that property is to be taxed to its full cash value, and then glvo a definition of tho term, which is, In brlof, such a value as the property would bring were It placed on the market In an ordinary course of busi ness, and also advises them that tho practice of grouping largo sections of land undor one description Is not In conformity with tho law. The com mission also defines whaj; is meant by tho term "transient livestock," and makes a number of suggestions as to tho assessment, of this class of property.
