This cannot be done by a few gentlemen getting up a bill to put themselves into soft places. The campaign must be made with the people and the plan must be broad enough to benefit every county in the state. The plan must be sound enough to stand financial critic ism and must be made to include the use of convict and city and county jail labor, rn , . , , .,,, The political wiseacres of Oregon have swiped laws bodiiy from other states and passed them off as their own on an un suspecting legislature several times. No such legislative body-snatching will accomplish anyth ng as the fate of the Tuttle law and the Johnson law, killed twice, have proven. ,,,, Lot us quit monkeying and go to work in the right way to draft a law that will result in the state building one main highway through each county in the state. No other plan will reach results or, bo sustained by the peo ple. A FAIR TRIAL AND EVEN JUSTICE. That is what the people have a right to expect and demand of the courts. Let there be a full and fair hearing of tho testimony and a fair presentation of the law and the facts. Then there can be few miscarriages of justice and one trial will usually settle a case of any importance, That young Meyers deserves the full punishment fixed by the law for killing Policeman Tom Eckhart no one doubts. The people want such young men who carry guns and in a flash of anger are liable to kill any man to be dealt with. The protection of society demands this oven though tho man wero the son of a judge of the court himself, That Is the only way to p'rotect human life and suppress tho inclination always present to take the law Into your own hands, ONE CANDIDATE HAS SPOKEN. County Judge Dimick of Clackamas county has come out against the assembly plan of nominating state and county tickets . Other candidates for state office are dubious about taking tho nominating power out of the hands of the people. Of course, It Is possible that superior wisdom resides in assemblod political leadors, or has -been loaders, They might select a better man for governor or United States sonator than tho people are capablo of selecting, But the people will be slow to believe that, and the Capital Journal does not believe in the unselfishness of alleged lead crs. So it is gratifying that one of tho aspirants for governor ship has declared his faith in tho direct primary law. It is oxpocted that other gentlomon who aro willing to serve tho people in high office will have the nerve to declare them selves. It looks as if assembly nominees would not bo so Intensely popular as some of the machine newspapers havo led them to hollovo, EDITORIAL NOTES. A correspondent of this paper is in orror, referring to the criticism of the reform school. The law relating to commit ments allows the superintendent of that Institution no choice but to accept boys that are sent there. Tho charge for keep ing thorn should not Include money appropriated for buildings and Improvements. It is an educational institution and 1 10 cost of board is only a part of the oxponso of caring for 1 10 boys. Tho present farmer is not conducting a large farm of his own, Supt. In Seattle one can ride all day for miles and miles and not get off hard surface pavements. In Eugene there are miles of such pavements. The struggle to avoid such improvements at Portland and Salem is dictated by mossbackism pure and simple, The main business streets and the best residence streets should have nothing but hard surface pavements, The way the improvement of East State street is being juggled, and the way Court street property owners are fighting paving, and the way the paving of South Commercial street was killed for this year are not hopeful signs for the capital city taking the proud place where it belongs as the most beautiful capital in the northwest.
