FIGHT FOR A MORE There was a redhot fight in the city council Wednesday nightto get a more progressive public utility charter, Jf. this city is ever to have anything in the way of public wherehlp there must be a change inlhe charter. Tho present charter limits the bonded indebtedness to four per cent of the property valuation and property qualification on voting. , , , Then on top of both these limitations there is required a two-thirds majority to accomplish anything in the way of a public utility. It can be sot down that about one-third of any of the older western Oregon communities will oppose any progressive movomont, ' Thon about one-third of the voters are non-residents by virtue of holding public lands In other parts of the state for residence title. This leaves a bare third to do battle for public ownership or progressive policies of any character, and they are tied hand and foot, There is tho two-votes-to-your-one, Mr, Progressive, In tho hands of those who are not In favor of a city going ahead in any way.
