To hear some hot-air good-roads sponsters belabor .the public ear, one would think Oregon has the most wretched public roads in the world, As a matter of fact Oregon has as good roads for driv ing in summer and as passable roads for hauling in winter as any western state we know of fronting on the Pacific coast. In wintertime our roads are more travelable than "way back easti" Take one of the youngest counties In the state Lincoln, and it has some excellont main roads mountain roadsi too, , Better grades have beeji laid the past year, and many good t i nils-are oeing maue . . .: The main road through tho county, known as the Corvallis road, is a fine driveway, The road over Morrison mountain, and the road from Ed dyville to Blodget, are kept in perfect condition. The hot-air good roads tooter generally goes wrong at both ends of tho line and in the middle, He conveys the false idea that Oregon has only the most primitive and wretched highways. , Next ho gets off wrong by conveying the idea that only by bonding the state and all the counties up to the neck can good roads bo obtained, . Oregon has had six years filled with fruitless efforts by good roads theorists. Thero Is the wonderful Tuttlo road law, adopted bodily from the state of Indiana, It Is a system lifted ready made from a commonwealth without mountains, with no arid regions, no coast counties, What legislative brains, wisdom and good roads rot! Is It any wonder there has been never a milo of road built under the Tuttlo law? Tho old Johnson bill provided for issuing large crops of bonds, and created many officos, Thore is no doubt it would havo been better than the Tuttlo act for tho office-holding profession. A good roads law should bo initiated that contains tluee provisions, ' I. That the state build the main state highways and take care of them with convict labor. II. That the counties build the main county highways and take care of them with care-takers. III. That the road supervisors build the rest of the roads to connect .with state ard county roads. A few simple principles adhered to in enacting a sMe good roads law will accomplish more than a highly compli cated ready-mado pioco ol "adopted" legislation that is "grafted" by lazy legislature and would-be reformers who want to make high-salaried positions for themselves. Gun clubs mako gamp us and boulevard clubs mnko "good roads" laws at tho expense of tho farmers, Thoso "exports" got the salaries and tho bonofit and the farmer pays tho bills, The time has come for a little "good roads" legislating to proceed from the farmers instead of from the city "ex perts." Romombor this: Expensive road machinery, officials, and then-tho roads thomsolves must bo paid for outside of Portland three-fourths of it falls on the farmers, The "exports" labored a year or more on tho Johnson bill, nnd "embodied" all the best features from other state road systoms, They held conventions and "co-operated" with the Grange and labor organizations. When they got through the Grange legislative committee fought tho Johnson bill to a standstill and the farmers hooted It off the platform, Ropiesontativo Tom Brandon of Linn county shot it full of holos by asking a few fool questions that any farmer might have asked. Tho Johnson bill got about ono vote out of ten in tho house of representatives, It had passed the senate almost unanimously.
