Mr, Bryan's courteous but pointed letter to President Taft, recommending that the latter use his influence to have an amendment to the constitution authorizing the election of United States senators by popular vote submitted at the same time as that autnorizing an income tax, will appeal to many of. his followers as a timely one. Mr, Bryan's pledge of whatever assistance he can render in securing ratification of the two amendments, In case they shall be submitted, is of more than personal value, Inas much as it can be taken as ind'eative of the attitude of his following toward them, President Taft, in his letter qf acceptance, declared in fa vor of such a change in the constitution, and -the probability is that the amendments, should they be given to congress, would be practically unopposed. 'Indeed, twenty-seven of the states CHILDREN WILL NOT PROVIDE California Idaho Illinois Kansas Louisiana Montana Minnesota Nevada Oklahoma Pennslyvania Tennessee Utah Wisconsin Arkansas Colorado 'Indiana Iowa Kentucky Michigan Missouri Nebraska North Carolina Oregon South Dakota Texas Washington Wyoming are already recorded in favor of the election of United States senators by the people. There is practically no difference of opinion among the states as to the income tax amendment, It is hardly to be expectod the senate would favor the amendment, and it is regarded as almost certain that body will refuse to vote for its submission. Such a contingency, however,, was foreseen by those who framed our organic law, and that instrument itself provides a way in whicli senate hindrance can be overcome, The constitution says that on the application of the legisla tures of two-thirds of the states congress "shall call a con vention for proposing amendments," This js clear as woll as mandatory, and as only four more states, in addition to those named above, are needed to make the necessary two-thirds, it will bo seen that If the president acts upon Mr, Bryan's recommendation, and the liouso con curs, tlip obstruction of the senate can only temporarily de lay matters, Thoio is, in the possibility of such a. convention, something to' stir the senate, as well as all opponents of demanded re forms, to graceful compliance, Such a convention as the constitution provides for has. never been held, If one should be called there would be nothing, to prevent it from going further and deciding to submit several amend ments, with the view of making it less difficult for popular sontimont to be heard in the halls of congress, SALEM HAS A MAGNIFICNET FUTURE. Secretary French, of the Portland Y, M, C, A asked a Journal reporter to account for the great change that lias come over this city n the. past few years , The reporter explained it by saying that the people of Sa lem were coming to have faith in the possibilities of their own city. The most adverse critic must confess, that Salem has awakened and has made great progress in three years, But what has boon done is as a flyspeck compared to what this city will do in the next few years. Hendricks nnd Harvey Hendricks. Four of Hendricks' daughters, ho said, have experienced varied marital careors, 1 bolng the sum total of their trlpa to tho altar.
