Immigration to this city, there is pressing need to consider
more industries,

A CONVENTION OF THE FOUR HUNDRED.
Tho Republican city committee of Portland will try the ex
periment of suggesting names to be submitted to a primary
election.
As is woll known, tho Diroct Primary law abolishing nomi
i ?tlnr conventions TO SELECT PARTY CANDIDATES.
To got around this the Republican city committee will
name four hundred representative Republicans by wards to
name a ticket,
This ticket will be placed before the voters at the Primary
election for ratification BY THE MEMBERS OF THE PARTY.
As two hundred and one will be a majority of the four hun
dred, the ticket thus ratified would be the choice of a very
small number,
That it would restore machine politics is perfectly plain
on the face of the matter, and THE CHOICE OF SUCH A
MACHINE WOULD BE DEFEATED.
Besides it is principally aimed at the overthrow of the Direct
Primary law, because if the "Suggestion" plan will work in
city it will in state,
Suggestons from the four hundred will be not a whit more
apt to embody poltical wisdom, THAN SUGGESTIONS FROM
THE FOUR THOUSAND.
Finally the forty thousand voters of the city of Portland
will have to pass on the matter of a city ticket,
That Fair Grounds Boulevard is a thing not lightly to be
cast aside by this city, It would seem as if the street com
mittee and the mayor and the whole city council should ex
haust the last resource of municipal authority to pull off that
Improvement so vital to keeping the state fair at the Capital
City,
