So far ns ho was concerned ho did not seem to care If tho legislature novor met again, although ho expressed regret that the appropriation bill, after It had passed, both houses, wn.s recalled to tho senate to bo patched up again, I and finally got lost In tho shuffle. Ho also thought the senate did wrong In cutting off the normal schools In tho midst of their work, and nftor tho students had paid a year's subscrip tion. Mr. Llbby pressed tho ono board bill for all tho educational Institu tions, which got only a fow votes on n motion to "Indefinitely postpono" but which has cronted groat Interest, and caused Speaker MeArthur to pat through his bill to out off all dupli cate courses In the rival Institutions, which was the principal reform aimed at In tho Llbby bill. Mr. Llbby got through tho resolution turning over ton per cent of the Income from for est reserves to the school fund. Ho opposed the Johnson road law, op posed the bill to appropriate $9000 for three dairy Inspectors, to be named by Stnto Food nnd Dairy Com mlssloncr Bailey, who Is In partner ship with .the Scotts nt Portland 'n tho dairy buslnoss, nnd got It nmonu ed to havo the governor nppolnt them,, but tho amendment was "queered" In tho onrolllng commit tee. On tho bill to ralso tho por diem of monibors of tho legislature ho voted no, Buying ho had sonso enough to take a tip from tho people, who had votoel down an amendment to In crease tho Hnlarles of legislators. Llbby votod against a groat many appropriations and Is propnrcd to ron der an account to Morning Star Orange.
