No addition to forest area is in volved In the plans for redisricting in any of the states of the north west. The object of the work Ib to equalize the areas of administrative units and to arrnnge their bound aries in Buch a manner as to pro mote the most efficient and practical udmlnlstrntion of the forestB. " it will enable ofneora of the forest service to give prompt attention to nil forest bueincrs and further the interests and add to the convenience of stockmen, lumbermen, miners and all other users or settlers in the national forests. The Oregon na tional forests which will bo effected by this rearrangement are as fol fel fol eows: A new forest to be known as the Umntll'a will contain 550,170 acres nnd will consist of. all of the Hepp ner and of the northwestern portion of the Blue Mountains forest. it Is locnted In ' Morrow, Umatilla, Grant nnd Wheeler counties. This forest will continue to be administer ed by Supervisor Thomas E. Chld eey with headqiinrters at Heppner, Oregon. Tho forest to bo know ni the Whitman will have an area of 1,204, 739 acres and will consist of the northeast portion of tho Blue Mountains forest wh!ch Is In general tho area formerly known as the "Blue Mountains (W) nntlonnl for est." It h located In Umatilla, Un ion, Baker and Grant counties and will be under tho administration of Supervl or Henry Irelnnd with headquarters nt Sumpter, Oregon. Tho now Mnlhour national forest Is what has been formerly known as the "Mnlheur Division of tho Bluo Mountains" nnd will embrace 1, 183,458 acres. It conslBt3 of tho southeastern portion of tho "Blue Mountain (W) forest" and Is loom ed In Vnintllla, Union, Baker and Grant counties. This forest will contlnuo under tho administration of Superv'sor Cy J. Blnghnm with hendquartor3 nt John Day, Oregon. The forest to bo known as tho Deschutes will consist of that por tion of the Blue Mountain forest far mer! known a "Bluo Mountain (W),M tho northern portion of tho Fremont, nnd certain townships of tho Cascade containing 1,475,480 acres It Is located In Crook, Lak, Whee'e-r, Klamath, Grant nnd Har ney o'intles. Tho forect will bo administered by Supervisor A. S. Ire'and with headqunrtera at Prlno ville, Oregon. The Fremont national forest will consist cf tho routhern portion of the old "Fremont" and all of tho "Goose Lake" forosts and Is located In Lake, nnd K'amnth counties. It is located in Lane, Klamath, Jackson. Coos, and Doua- .ex"la9 counties. This foreat will con tinue to bo administered by Supor. visor S. C. Bartum with headquart ers at Roseburg, Oregon. ' The Crater national ' forest will contain 1,100,802 acres and will consist of the southern pfirtlon of the old "Cascade (S)," the "Ash land" and a portion of the "Klam nth" and "Siskiyou" forests. It 1b locnted In Jackson, Klamath, and Curry counties, Oregon, and Shasta county, California. Acting Supervis or O. A. Buqk will administer this forest with headquarters at Bed ford, Oregon. The shklyou will now consist of the greater part of tho old "SldM you," all of the "Coqullle" and part of the "Klamath," and will contain 1,305,057 acres. It 13 locnted In JackBon, Curry nnd Coos countlea This forest will bo administered by Supervisor M. J. Anderson with headquarters at Grnnts Pnrs, Ore gon. All of tho old "Tillamook" and "Umpqua" forosts, except the south ern portion of tho old "Umpqua", embracing 973,918 acres, will bo known w tho Sluslaw national for est. This forest Is located In Tilla mook, Lane, Douglas, Coos, Lincoln, Polk nnd Yamhill counties. Su pervisor A. E. Cohoon will ndmlnl tcr this forest with headquarters nt Eugene, Oregon. Tho Wallowa Is tho forest former ly known n the "Imnnha." It con tains 1,750,240 ncren and Is located In Wallowa county. This forest will contlnuo to bo under the adminis tration of Supervisor Howard K. O'Brien, with headquarters nt Wal lowa, Oregon. ' The forest service desires to re duce the area of tho averago forest units to approximately 1,000,000 acre?. This wns not possible in all cases as 1b shown by tho fact that under the plan of redisricting there will bo 144 Supervisors in tho United States who will administer more thnn 107,000,000 acres of natlomi' forests. It has been the custom heretofore to use ono or two questions from the book, but as the 1908 number is not available at present tho candidates in the com ing examination will have no chanc to become familiar with the ques tions, . o The farmer's name on a petition to Congress may not b as potent as a buBlnesa man's name, but this distinction does not apply to the ballot. ROADS AS WANTED BY STATE GRANGE Below is given a general summary of the report of tho conimlttee on Good Roads nt the recent session of the Stnte Grange. Wo hnvo examinoi tho report sub mitted by your special committee on good roads anl concur with that committee In Its conehn'ons regard ing good ronU construction with tho exception of the division of-the cost3 under 'the plan p?oinsed, which we believe would be nlore equ'ltable if made 25 per cent by state, 00 per cent by county and 15 per cent by district. We also believe that It would not bo well to restrict Btate levy to of ono mill nor county to flvp mills for construction bf roads, but bellovo that it would be better to leave the amount of loyy to the stato and county boards, simply mnklng the Mi of one mill state tax, and five mill county-, tax, the mini mum' 'amount to bo .levied for these purposes; with theso exceptions we would ask that tho report of said special committee bo mado a part of this report. , We also endorse the work of tho National grange In Its efforts to-se-curo, national aid and supervision In tho work of construction of Im proved roadB. In connection 'with nation nld'for good roads, wo would recommend that our representatives In congress bo urged to ubo (in event of the forfeiture of tho railroad lnnd grant) their best efforts to secure a large per cent of revenue secured from same to aid In tho construction of good ronds In Oregon. Wo would further recommend In the matter of tho laying out and opening of county roads, that we Insist that thoeo having charge of said work, have Bald ronds laid out and tipened only on the grndes nnd routes the best and most direct be tween communities. Wo would further recommend that legislation bo onncted permitting our county courts to prescribe nnd reg ulate tho use or rather tho abuse of our county ronds In the rainy Ben sons, by Bpeclnl Interests, requiring them to keep said road3 In a pass able condition, or contribute to the funds of tho county by special li cense or tax a sufficient sum to make tho repairs necessitated by such abuse. In conclusion wo would recom mend that tho stato and subordinate granges unlto with the Good Ronds association of Oregon In Its efforts for tho making of good ronds In Oro gon.
