In the vot ing of Indictments ngalnBt 11 promi nent eastern Oregon men accused of land frauds tho federal grand jmry has opened the way for tho govern saent to appear In court through Its legal representatives and prosecute wore alleged land grabbers". The seven Indictments' charging ho defendants .with conspiring to appear in court tnrougn its icgui representatives and prosecute moro alleged land grabbers. Tho seven Indictments ,charglng tho defendants wlth'consplrlng to de fraud tho government out of 30,000 acres of unalloted Indian lands In Umatilla county were returned late Monday, and today the government's attorneys hero aro preparing for the trials. Prominent among Kho nccuBed, most of whom reside at Pendleton, aro J. H. Raloy, Democratic poli tician and lawyer; William Slushcr. JOHN HULL INVESTIGATES ULOWS AT IIUOKETSHOPS Our RHtlsh Cousins Likely to Follow Evnmplo of United States in Driv ing Out Those Places of Fraud.. . Washington, D. C, Jrnne 9. Great Britain, nt last awakened to a realization of what tho buckot ebop swindle docs to ltd unsuspect ing public, Is Investigating what has ben dono in tho United States to put these places out of business. What mnkoa this fact moro signif icant is tho fact that "bucket-shops" had their origin in Englnnd. It haB token many years of loss and coagltatlon for England to come to the- decision to knock out tho counterfeits of tho legitimate ex changes, thoso 8pcculatlon-Bhops whero tho use of tho forms of real trado tricks tho public out of mil lions of dollars annually. Without tao example of tho United States it is doubtful if Biich an action would lava been taken, although tho British peoplo have been fleeced for years, For John Bull, while- anx ious to protect tho poople nt largo, 1b ol!6ltous not' to enact any legisla tion which would hamper necessary peculation, which has governmental endorsement undor tho "Salo of Goods Act of 1S93," anxious not to throw tho tradp and commerce of the land Into chaos. This Is an exag geration of the caution expressed re cently by President Roosevelt when 1jo snld: "The great bulk of the busi ness transacted on tho exchanges lb not only legitimate but Is necessary to tho working of our modern In dustrial system, and extreme caro would have to be taken not to Inter fere with this business In doing awuy with tho bucket-shop typo opera tions." The bucket-shop ovll, though of recent growth, has assumed such prodigious dimensions that England Is finding moro and more the n'eces 'elty for taking nctlon which, on tho one hand, would raise tho status of tho legitimate boards of trade and "exchanges and, on tho other, would mnko It practically Impossible for tho unprincipled man to affect the appearance of tho genuine Institu tion aud as an "outsldo broker," as b.0 la called, to flagrantly cheat ths uninitiated speculator out of his eavlngo, Tho term "bucket-shopper" first ; originated In London live decades' ago. It was originally applied to tho happy-go-lucky hooligans who went from tavtjrn to tayorn and PMb-1 Jlc-houso to public-house, draining tho kegs of boor and brandy, stackol( outsldo tho saloons, into a small , bucket they carried; thou adjourning to some tumb'e-down and malodor ous shack located in a toughest quar ter of East end, to drink the liquor ,as tho bucket win passed' round fropi man to man. Tho word soon fast ened Itself upon tho man who con ducted a gambling den in opposition to regular exchange business and tho den itself, In which the trans actions were carried on, came to bo styled a "bucket-shop," Within two scores of years the "bucket shops" have sprung up Ilka. mushrooms In England as well bb In 'America. In "the United States the ( members of tho "boards of trade, even 20 years ago, realized the necessity of making war against tho "bucket- ," anil- since then flghtinr has been constnnt to crush the fake In stitutions. Today, the passing of tho bucket-shop Is a foregone con clusion. In England, on the con trary, Httlo systematic effort has been made to put tho "bucket-shopper," out of business nnd protect tho public. Tho English bucket-shop is not unlike thoso remaining in America. Some "tomt" organizes himself Into a "company," furnlnhes tho ofHco In sumptuous stylo, postB "quotations" on tho blackboard tho data for thorn Invariably being stolen from some regulnr board of trado by a "wire-tapper," or a crooked electric Ian who, through many devious schemcB, obtains the quotations sent on wires from nn exchange. Tho3 quotations are used merely as chip? in a poker game. Those bent upon speculation are offored fabulous re turns. No actual "delivery" of stocks or commodities takes place. Tho bucket-shop, moreover, always Is a principal but charge commission as a broker. Tho victim plays A gainst a "heads-I-win-tnlls-you-Iobo" game. In England, as in the United States, tho bucket-shop proprietor takes paths to make his business look like a bona fide exchange; the phraseology and documents used sham those of stock exchanges nnd boards of trado. Tho distinguishing featuro of tho institutions, however, is tho lack of actual salo or delivery, and this renders tho transaction a an appeal on -March 20, 1896. Tho Universal Stock Exchange. Limited 'a stopk deals with David Strachan were declared as-'gambling transac tion's by the original coilrt, which tried tho case with tho aid of tho jury. "Tho transactions were for very Inrge amounts," and both the parties to the suit waged a bitter war. Lord Halsbury, one of tho Privy Councillors, In expressing his opinion declared: "When I look at the terms themselves tho wholn Bchcmo appears to be intended with great ingeriulty lo' pretend that there 1b to be a real transaction, and yet there is to bo a payment In re spect of tho relations between the pnrtles, which Is only reconcilable In my mind with Its being an unreal transaction. They aro to got G per cent. Each of the learned counsel In turn has been asked what that was for, Inasmuch as It was admitted on the other side? My lords. If I all these transactions not one single purchase or sale is proved to have existed during the whole period In which this business was going on. Then, If tho ral meaning of tho par ties Is this, that there Is to be only a payment of differences, what is it but a gaming and wagering transac tion botween' tho tvo as to what shall be the payment on one side or on thcother side? My lords, If I were on the" Jary, I should come to that conclusion." Tho other privy councillors con curred with Lord Halsbury, and tho original verdict of tho Jury that tho transaction came undor the hend of gambling was upheld. In another case analogous to tho abovo, tho Master of tho Rolls do clared In his opinion this was not a true transaction. "For somo rea son which ho did not understand." he said, "it Iiob been held that such transaction did not amount to gambling. It was nn nttompt to keep MP tho prlco of shnresi and In order to make It appear a true transaction It was put Into tho Jargon of the stock exchange." Despite these decisions tho bucket-shoppers In England contlnnte to throw their drag-net nnd to catch big prizes. By meanB of adroitly worded advertisements and through touts, they manage to raise expecta tions amongst simple-minded Eng llBhmont to Induce thorn to partici pate In gambling. Tho gamo Is played under- cover In such n clover manner that the same person, In splto of former lotses, bites nt the bait a number of times and, as a consequenco, loses Bum after Bum. Tho boards of trado and legltlmato oxchanges have dono something, though not as much aB in the United States to enlighten tho public re garding tho bucket-shop shark, yet ho continues to live and flourish. o SMILES- Albany has 1G passenger trains n dHy and Is quite a railroad center ulul Is to have a now passenger sta tion. When will Salem move for that cut stone Btation? Most of the newspapers In tho state endorse tho sentiments of the Capital Journal for strict enforce ment of Prohibition. There aro too many persons In tho world with consciences of the unprincipled, India-rubber vnrlety of tho Malno man who was "for, Prohibition but agin tho enforcement of It." In wet counties tho towns thnt went dry are dry; In dry counties tho towns that wont wet are dry. Great is local option; it catches them coming arid going and tho su premo court has upheld It. Well, there Is one sensible thing nbout It. If people vote for Prohibition they ought to have- It, and bootlegging and blind piggeries aro growing in popularity. o COFFEE Our name on the pack age gives us the credit; and puts on us the money back burden it isn't a burden I Your grocer returni your money If yon don't like Schilling's Deiti wo fay lilra ,V.i i iBBk I k The IDADJO NATIONAL FORESTS REDISTRICTED Washington, Juno 9.
