SteyenBon, nn army surgeon of Springfield, 111., belongs the honor fo first having suggested tho organization now known as tho Grand Army of the Republic, tho object, of which should be "to strengthen those kind and fraternal fdelings which bind together tho soldiers, sailors and marines who united to BuppreBs tho rebellion and perpetuate tho memory and history of tho dend," This suggestion was mado in tho Bprlng of 18GG, and so well was tho idea received that tho (Organization, at the wiine time it V in the care and appearnnco of tho cemeteries has also increased until it is rare one can be found that has not been improved through tho in fection introduced, originally, by tin Orand Army of tho Republic. Tho Grand Ar,my of the Republic, ns nn organization has now been in existence 40 years. Its experiences liavo been much no has that of other similar organizations, at times pros perous and at others discournglng, but, nipon tho whole, its members may truly fool proud of its record. Perrino, John first national encampment of tho or der was held in Indianapolis, Ind., .in October of tho same year, at which the states of Illinois, Missouri, KansnB, Wisconsin, New York, Pennsylvania, Ohio, Iown, Kentucky, Indlnnn and tho District of Columbia woro rcprcsontcd. At this meeting Gen S. A. Hurlburt of 111., was elect ed commander in chief. Those wcro strenuous time po litically and active partisans sought to uso tho order to forwnrd their own political ond3, consequently tho belief becamo provnlent thnt tho or der wns purely political in its alms and purposes. Thlo resulted in an Almost total disruption of tho or ganization, particularly in tho mid dlo west. It soon rovived, howovor, n'nd now ruleo and regulations woo adopted which provided that "No officer or comrado of tho Grand Army of tho Ropublic shall in nny manner ribo this orcanizatlon for partisan purposos, and no discussion of partisans quostlons shnll bo per mitted at any of Kb meetings; nor ehnll any nomination for political of flco bo mndo." Slnco tho ndoptlon of tho abovo, tho order has lot par tisan politics alono and is now proud of tho fact that men of nil political parties aro members thereof and that no distinction is mndo for or Against n mombor becnuso of his po litical nmilatlon. Tho membership badge and button of this order is manufactured under letters patent expressly for tho Grand Army of tho Ropublic, from bronze cannon captured from tho Confederate army during tho war and at tho surrender, and cannot bo legally obtained or worn bv nny other than a mombor of tho order In good standing, nnd In order to becomo such a mombor he must have served at loast threo months ns a soldier in tho Civil war and havo received nn honorable discharge. In Janunry, 1808, Gen. John A. Lognn was elected commandor In chlof and on tho 5th' day of May following ho issued tho following or der establishing Memorial Dny: "Tho 30th dny of Mny, 1808 is hero by designated for tho purpose of strewing with flowers or otherwlso decorating tho graves of comrades who died in dofonso of their country during tho Into robolllon, nnd whoso bodies now Ho in almost every city, village nnd hamlet church yard in tho land. In this obsorvnnco no form of coremony Is prescribed, .but posts nnd comrades 'will, In their own way arrange such fitting ser vices nnd testimonials of respect ns circumstances may permit." ' At tho national encampment In 1870 tho following nrtlclo w;is adopted as part of the rules an-1 regulatiens: "Tho national encampment horo- by establishes a Memorial Day, to a fact that many aro found In every community who havo let tholr mem bership InpBO and their Interest in tho order dio out. Somo of these nro excusable because of tho Infirm ities Incident to old ngo nnd disease, but too many do bo from loss of in terest, the result of continued ne glect of tholr fealty to tho order, but they almost Invariably retain and dloplny tho little bronze button as nn Insignia of their former membership notwithstanding tho fact that It Is contrary to tho rules, of tho order and the Btntutes of tile stnto of Or egon for them to wenr tho snmo when not In good standing with their post. Tho Woman's Relief Corps, nn auxiliary to tho Grand Army of tho Ropublic, originated in Portland. Mo., In 18C0. Ton yenrs Inter a stato relief corps was organized in the state of Massachusetts. Tho fifteenth nntionnl encamp ment of tho G. A. R. hold in India napolis, In Juno, 1881 nuthorlzed tho formntlon of a Woman's Relief dorps nuxllllnry to tho Grand Army of tho Republic, and at tho national encampment hold In Denver in July, 1883 It was "Resolved that wo cor dlally hall tho organization of the Womnn's Rollof Corps, and extend our greeting to them. We rotum our wnrmest thanks to tho loyal wo nion of tho land for their enrnest support nnd oncourngemont, nnd bid mem God speed w their work,'" which flxod tho status of tho organ ization.
