Tho grand jury wai of tho opinion that tho investigation should have properly been made bv the ritv council, thus saving much needless oxponso and should the council in such Investigation have found that any officer or person connected with the matter had been dishonest ra forred such caso to tho jury, and not tho general Investigation. There wore 27 witnesses examined in the Investigation which meant no small nmount of expense but tho result of tho grnnd jury's work is probably worth the monoy to tho taxpayers.
