WflMimmtn SALEM'S ROYAL VISITOR Has Busy Day Seeing Sights of Oregon's Capital City '"""iff' "imam Ai!ft oAfrfAi, itfttfAi. iAfcSik, bfcflQOw, tUesDAy1, rfitiliuV fit, m, His Excellency Princo Knng Yu Wei, grand president of the Chineso Empire Beform Association, nnd former secre tary to tho deposed Emporor Hwang 8a, yesterday afternoon mado a tour of inspection of tho city and of tho state Institutions, arrayed in tho gala jttire of a real princo. Tho royal robes which' adorned tho princo wore beyond description, it being necessary to seo them to fully appreciate tho ef fect, but, roughly, they consisted of a bluo smoking jacket trimmed with gold braid, a rainy day skirt of dark blue, lined with a lighter shade of tho samo tolor, under which a gllmpso was to be had now and then of a boautiful pair of bright rod pajamas, which woro gathered at tho ankles, giving a "pog kop" offect, and tho whole being nico Iy finished by a fur cap, from which a Iqucuo isauod, only to disappear in tho collar of tho jacket. Tho princo waa accompanied by his bnito and a dologation from Portland's Highest Celestial Bocioty. Among theso latter was ono who was blessed with oak eyes and glasses and a wooden eg, the latter causing him nioro or less mbarrassmont throughout tho tour, by Morning twisted, and at ono time auscd him to loso his balance whilo at he top of a flight of stairs, and a ca astropho was only averted by tho pros- nco of mind of ono of the party in oldlng him securely by tho scruff of he neck. Princo Kang'a suito, heretofore, has onsisted of his private secretary, Chow ok Hean, a young Chinaman born and red in India, who has bcon with tho Brinco evor since ho mado a tour of pat country a year ago, nnd who laims to be a subject of Kinc Ed- ard, having boon raised in his prov- Aces nnd attended an English school, liia bodyguard, Kuport Humor, a oung Austrian, who joinod tho party Belgium, being engaged on account i his ability to speak Gorman, French nd English, tho lnttor being tho only Ino of tho three spoken by tho inter- reter, and whilo traveling in countrios hero other languages aro spokon tho Jadygunrd is -utilized as interpreter for e prlvato secretary, who, in turn, anslates tho conversation into Chi- Iso tor his oxcoieincy. Tiie buiio, iwovcr, was increasod yestordny, whe ang G. Chin, a former Seattle Chineso , arrived from Chicago, whoro ho Hs beon residing since his graduation lorn tho Northwestom Acadomy, at ransvllle, to act as assistant inter- eter and privato secretary. Aftor tho party had visited tho gov nor in his office, thoy set out in cabs ' visit the ponitontiary and prison. Tho ponitontiary was first on tho list itl by courtesy of Mr. James and tho easuro of his excellency, a Journal porter was included in tho party, but ing a suspicious looking character, was put under the special super- sion of Bodyguard Humor, who wed to bo a very pleasant companr a, although, owing to his somewhat oken English, it was difficult at times distinguish a question from a re- After being usherod into tho chapel tho institution, Wong Geo, a former Went of La Grnndo, who is now Ting a life sontenco for murder in i second degree, was usherod into tho jenco of tho royal party onu a mn dejected looking Chinaman was Ter seen, ho appearing to fear that was to bo. annihilated upon tho spot, lafter being arraigned before the we and a short conversation hold, retired to his corner to get his wind. at interest waa displayed by tho rtr when shown the boiler rooms, 1 the sight of tho dungeons nppcarod hasten them in another direction, m aftor the execution chambers f explained to them they became e excited, and lingered long and kgly around the scaffold nnd trap. w kitchen, dining room and Uakery a duly inspected, and then a round the wards waa made, .which called w& the query aa to whether the pris on therein wero civil or criminal, much surprise was shown upon ualng that thero wero no civil pria er. Every dopartment of tho great lotion waa shown to tho visitors, hen usherod into tho chapel once ' all were surprised to see Wong ( appear upon tho nceno onee more throw himself at tho feet of the Ma princo, as though ho had an acute pain near the waist line. After a short flight of oratory by his excellency, tho abject Wong rose to his feot, and in a very thin, weak voico told his troubles to tho princo, who, through his interpre ter, inquired about Wong's cns0 of Mr. James, and whon it was explained to him that tho convict had attempted to shoot ono man and killed another, ho jnsked if it would bo possiblo for tho governor to pardon him, if ho, tho princo, guaranteed that tho convict would return to his natlvo land. Mr. Jnmes told him that if tho circum stances of tho caso warranted such ac tion on tho governor's part, that it was in his power to do so, and that as Wong is an old man it might bo possiblo to obtain a pardon for him. With theso assurances tho happy Wong received tho advico from his excellency that if he would load n good lifo tho rest of hij days that ho might hope for some thing bettor in tho next generation when ho camo to lifo again. After his first appearnnco boforo tho royalty, Wong confided to a friend that ho was afraid that ho had offended tho princo because ho failed to "kow tow," which probably explains his frantic bondings and twistiugs on tho second appoaranco. After complimenting tho ofilcinls upon tho condition of tho peni tentinry, and Dr. Shaw upon tho clean liness of tho hospital ward, tho party ontored their carriages and wont to tho asylum, whoro thoy woro cordially received by Dr. Calbreath, nnd shown every courtesy. Great interest was ovinccd throughout tho visit, but a cli max was roachod when tho laundry, which was in operation, was reached. His excellency so far forgot his dig nity as to run across tho room and lovingly oxamino, first tho washing ma chines and then tho wringers, and it is safo to say that no detail of this de partment, to tho like of which a hard opposition is put up many of his coun trymon, escaped' tho eyes of tho learned Knng. During tho visit a lioto book was much in ovidenco in tho hands of tho high official, and it was learned that ho is n groat author as well as sci entist and politician. Aftor the insti tution had boon thoroughly, exnminod tho party asscmblod in tho reception room, where tho doctors askod to give a discourse on insanity, nnd it was learned that tho Chineso hold the idea that when an insano person bcliovos that they aro somoono else, that thoy aro possessed of tho soul of tho person whom thoy think they nro. Hero also tho information was oxpounded by tho princo thnt only about one-tenth of Confucius has over beon translated, and that as yet thero is no great enough Chineso student living to translate cor rectly, but that Socrates and Pinto both coincide, in their views as ex pressed, with Confucius. His oxccllenco took his departure from his hosts, expressing himself aa greatly pleased with tho city and the institutions, nnd also tho state, no did not oxpress ljimsclf in English to this offect, as his wholo vocabulary con sists of "Good byo, thank you," and n politician's hand-shako, all of which ho usos often and with fervor. Tho princo expressed his opinion, thnt, from present indications, that tho Japs would eventually whip tho Rus sians, nnd also stated that all tho troublo which has como to China has boon caused by the Empress Dowagor, who is called "the enemy of civiliza tion." Sho created tho Boxer rebellion and offended all powers, in epito of tho emperor. It was loarned that tho prince, upon tho death of tho empress, and tho re-instatement of tho emperor, expects to resume his position as sec retary, and then put into effect tho many now ideas which ho is gathering abroad. From Salem tho party will return to Portland, thonco on a tour of tho United States, Mexico and South Amor ica.
