I'nOor the provisions of the act of (ongrcw admitting Oregon to the Un-I iun, certain grants were maue to idis state, among them being tho grant of tho 13th and 3dth soctions of land for school purpose, certain other land for university purposos and still other land4 for public building purposes. Th. fifth grant was as follews: "That fl per centum of tho next pro reeds of sales of all public lands lying within said stnto which shall bo sold bv congrew after tho admission of said state into the Union, after deducting nil tho expenses incident to the same, shall bo paid to said state, for tho pur poio of making public roads and inter nal improvements as tho legislature shall direct." This grant was a pure gift without consideration, but was mado in re turn for certain concessions mado by the state. Among those concessions were that property or tne unneo States in Orogon shall not bo taxed and that property of non-residents shall not bo taxed higher than prop erty of residents. This condition was expressed in the act making the grant, and the state jiassed an act granting on its part the concessions asked for bv tho United States in return for its grant of lauds and proceeds of Miles. The state has received tho 5 per cent, of tho proceeds of actual siiles, as provided in tho grant, but the United States has been disposing of large areas of public land otfiorwise than by wile for cash, which convey ances wero not contemplated, at the time tho stnto made its concessions to the government. Among these convey ances are the largo selections made by holders of scrip, the allotments to In dians, tind sumo minor conveyances. It is chielly ou account of tho largo ureas of public land given to corporations holding scrip that the governor thinks tho state is untitled to more money from tho government. Tho Northern Pacific Railroad com pnny, for example, held large amounts of scrip obtained by tho creation of fortwt reserves in Washington and .Montana.
