For tho fourth time President Roosevelt has passed a birthday anniversary in the White House. This was his forty-sixth birth day, and hundreds of congratulatory letters nnd telegrams arrived to re mind him of the day. The cabinet room nnd tho President's private office were filled with exquisite floral offer ings. Tho President spent tho greater part of tho day in his office, and with Secretary Locb attended to matters of business.
