Tho Investigation of tho protests agalnBt tho retention of his seat by Senator Reed Smoot, of Utah, was resumed to day by tho senate committee on priv ileges and olectlons. It Is expected that numerous witnesses will be heard this week, Including besides several officials of tho Mormon church a num ber of anti-Mormon citizens of Utah. These latter are expected to produce additional ovldenco that the ' first presidency and twelve apostles in their exercise of supremo authority aro political dictators and control the political action of the church. Wit nesses also will bo called to testify that Senator Smoot, as one of the apostles, encourages tho practice of polygamy and polygamous cohabita tion by refraining from entering any protest against such practices or to censuro anyone known to bo guilty of It. One reason given for placing the Puget Sound yard under a ban Is that tho administration Is seeking the elector al voto of California, and Is endeav oring to gain this object by throwing all the repair work and construction to the Maro Island yard. Still another reason advanced Is that Secretary Moody, of tho navy, Is endeavoring to break tho spirit of the people of Dremerton, so that thoy will sell their townslto tb' the govern ment, ns an addition to the yard, fqr a much lower sum than is now asked. When President Roosevelt mndo his visit to the coast a year ago, tho sec retary of the navy opened negotia tions with William Bremer, founder of the town, as the representative of tho property owners, for tho purchaso of the site. Then the warfare against the sa loons was at Its height, and the gov ernment domanded that tho saloons bo removed or threatened a boycott of the yard. Tho saloons wore all re moved, and rccontly tho government nnnounced its wllllngnoss to permit Ave to exist. This action followed the national brewers' convention, which took a hand In the affair. Negotiations with Bremor have been continued all tho whole, but are now In a very unsatisfactory Btate, "Moody can well afford to wait," was tho significant stntement of a navy yard officer recently, "for It is plain that realty values will be forced down materially If tho navy yard Is virtual ly abandoned," though the people say they never will yield to tho pettyt, bargain counter policy of tho secre tary of tho navy.
