President Itoos- cvlt believes despite Itussla's refusal to accept the petition, the moral ef fect has been obtained.. It is nowj learned that had Roosevelt followed his own Impulse he would have thrown the petition nt the imperial palace door, and told the Czar to make the most of It. He argued in conference with Hay nnd Root, that it would be no mora of an Insult to us for Russia to refuse to ; receive It, than its presentation to them would bo after we were Informed they j didn't want It. Hay and Root, how- ever, convinced hlrn it must take Its usual formal course, or violate all dip-, lomatlc precedents. The President agreed that ivo had qo more business meddling with Russia's Internal affairs than they had In ours. The Incident Is closed, but will undoubtedly have a bearing on future diplomatic dealings with the Czar.
