GOLD OUTPUT INCREASING Reports E II. Flagg Who Is Home From Nome Says Repeated Scandals Prove Damaging to Country I 15. II. riagg, unpin msvohiiu ." . . ... 1 .. ......,t(im -f1(lt. tor for the dlstilct of Nome, who Is v .It an his family In Salem, talks very Interestingly coi.cernl.ig that country While Northwestern Alaska Is not' fabulously rich In mineral wealth, it has pioven one of the most reliable and best paying mining ills trlcts known. Mr. Flagg left Salem In March, l'JOl, and hns been located at Nome during his 17 months' absence. Nome Iibs a population of 7f.OO, Including about 3000 recent arrivals. Mr. Flagg says the output of gold at Nome Is Increas ing nnmially, and will continue to In crease. Companies with large capital are in stalling plants that will omploy from 1200 to 1S00 men. Nome Is n poor place for a poor man who expects to ongago In mining, for the reason that It Is all deop placor mining, tho ore. In many places, being below the sur face. Mr. Flugg ropo.ts the past season to havo been ono of the coldest known, but without any sevoro bliz zards, the thermometer going 1(5 de grees below zero. Only a few Salem Hen nro located at No.no. Mr. nnd Mrs. Levi Palmer aro the only Salem people living In Nome City. Or. and Mrs. Doihyshl.e, of Stayton, aie liv ing there. Mr. Flagg says the frequent scand als that are brought against officials, that in many Instances aro competent, not only cripples the administration of affairs, hut It very damnglng to the country Itself. The latest scandal In the territory was the recent arrest ami conviction of United States Marshal Richards on the charge of contempt of court, In attempting to defeat tho ends of Justice In an alleged tampering with a Jury. Richards was convicted before Judge Wlckersham, and It is said the men were political enemies In the state of Washington. Wlckor- sham, who succeeded Noyes, who was displaced, will soon he siiporcoedod by Judge Alfred S. Moore, of Heaver, Pennsylvania, and the replacement of Wlckershani will probably brovo more satisfactory. Tho lino of $300 that was Imposed upon Richards was not paid, pending an appeal that will probably be taken to cougroas, The Nome Nugget, an Independent paper, very severely and In uncompro mising terms, denounces the convic tion of Richards, and charges the pre siding Judge (Wlckersham) with being biased ami prejudiced. In n lengthy editorial In criticism of tho verdict of the court, the Nugget says, In part: I here have been many things In the administration of Justice In North western Alaska which were grievously wrong, and which are to lie deplored, hut there la nothing, to our mind, more regrettable than this latest In stance of what we believe to he n gross miscarriage of Justice ami grave Judicial error. It, to us. Is glaringly evil. With all due resiHHt to the ills. Ulct court, as at present constituted, we may he permitted to state our be lief that United States Marshal Rich ards Is no more guilty of the iiuasl criminal crime of which the couit has seen lit to convict him than Is Uio court himself. Mr. Richards has been marshal or this district for moie than a year m. During that time he has. In the estimarloii of ninety iter cent, of the triple of this Judicial diWeioii. proved himself a faithful, elllcleut and pulnstaMug offlclal. He has taken great pride In the conduct of his of fice, ami In the strict erforiuauce of every duty; his olHcial ami personal rtvtnla air clean In the eyes of tbe people; he stands uulmpearhed In the intuitu of the great majority of his fel low cltlseus. iMitlwthataudliiit the Judgment and aeuteuee of the tem porary Judge of the district court sat pioimuuced upuu bliii It may be tkat m the eyes of the uatloual administra tion his character will be blackened, and his reputation destroyed; but In the yn of his fellow cttlteus of .Noithwosteru Alaska who knew him. and Mho slue a faithful, honest, fair and Impartial admlulatrMtltm of official duties froe from iietty spite, and with out maleuileuce lo auy, his character sun npiitailoii remain unsullied ami untaiuUhtd NEW TODAY.
