Tenants Lose House Effects
With No Insurance
The celebrated and soml-notorlous
resort, tho "Hnlf-Way Houso." and an
adjoining residence, on North Liberty
street, were entirely destroyed by fire
nt F o'clock this morning.
The Loss.
The "Nnlf-Way" house wns tho
propci ly of Felix LaHranche, who es
timated Its valuo at $3000. Tho build
ing and furniture, which aro a com
plete loss, wero Insured for $1000 with
the Sun Insurance .Company. Frank
Osburu, who lived lu the building and
conducted the rosort, lost practically
all of his household goods, upon which
lie had no Insurance.
The flno residence, Just north of tho
"Half-Way Houso," that was also de
stroyed, Avas tho property of Circuit
Judge It. P. Boise, who plncos his loss
at ?1000. Mr. Uolse had tho building
Insured for $0B0 with the Lowor Co
lumbia Fire Rollof Association.
The Dolso resldonco was occupied
by C. L. Smith and family, recont ar
rivals from Iowra Mr. Smith in cm
ployed on the construction force of tho
Salem Light, Power & Traction Com
pany. Ho was successful In saving
tko bulk of his offects, but most of tho
clothing of tho family, particularly the
wearing apparel of fmtr young child
ren wero entirely destroyed. Con
tributions of clothing In thin
relation would be thankfully received.
Mr. Smith had no iusurnuco on his
goods, nnd his loss Is scvoro. Ho Is
said to bo nn honorable and Industri
ous man, deserving of tho assistance
of chnrltablc people.
Origin of the Fire Unsolved.
The drigln of tho destructive blazo
remains unexplnlnable. Tho llro was
first discovered about 5 o'clock, and
in 00 minutes the building was In
ashes. Mr. Osburn, tho tenant, says
there had been no fire In tho building
slnco Friday noon. Mr. LnDranch
believes that tho fire started from a
lighted cigarette or cigar stump.
Department Did Not Assist.
In accordance with the recent ruling
mado by tho Salem city council, tho
lire department did not nttoud the
llro, which wns outsldo of tho city
limits. Tho city's fire whistle did Its
Initiatory service in sounding nn
alarm of flro, and tho department re
sponded, but when tho blazo had boon
located outsldo the city limits, It re
turned to Its quarters, but probably
could not havo saved tho proporty. Tho
vigorous work of the spectators was
nil that prevented tho llnmoB spreading
to a second resldonco on tho north of
tho Uolse building.
Fire Doys Censured.
Some cotisuro was made of the fire
depaitmont for not attondlng tho flro,
hut tho council, nt a rocont mooting,
unanimously voted that tho city's flro
department should not ho allowed to
do duly outside of tho city limits. Tho
members of Salem's legislative body

ipal government, thoy must become In
corporated, and assume their propor
tionate share of tho cost of maintain
ing the sumo.
