GOT GOOD PAY Bingham Will Receive $900 Collecting Insurance It cost tho state of Oregon $803.25 spcclnl attorney's fees to adjust tho suits against tho several insurance com pan I oh for damagos resulting from tho flro at tho roform school last win tor. A Portland paper has the follow ing on tho subject: "The state will rocelvo, In reality, only $8129.25 Insuranco monoy on ac count of tho roform school flro, undor tho terms of tho compromise sub scribed to by tho stnto ofllclals and Insurance frininniiv rnnrcsontatlvos. Tho claim of O. O. Bingham for legal f service In conducting tho casos for tho state will amount xto $003.25, a contract having boon ontered Into by which he should rocelvo a contingent feo of 10 per cent, of the amount re covered. "Shortly aftor tho flro which de stroyed the industrial building at tho roform school, Attornoy-Gonoral D. It. N. Blackburn submitted nn opinion to tho stato board, In which ho hold that It was doubtful If tho stato could re cover any part of tho Insurance. Sub sequently, O. G. ningham, nn attorney of this city, offorod to tnko tho caso on a contingent feo of 10 por cent of tho nmount received, no feo to bo re ceived If tho suit failed. Tho con tract covering thcBo conditions was framod and tho pnpors wore prepared and served. Tho members of tho board feel that, In view of tho fact that tho stato' legal advisor had passod nn opinion Hint tho stato's claims for damagos probably could not bo collected, that sottlomont of tho caso under tho contract of a 10 por cent contingency fee was a reasonable proposition. Whllo Attorney-donora! Blackburn and District Attornoy A. N. Hart signed the stipulation by which the pending suits wero compromised, Mr. lllngham actively roprosonted tho Btato In tho litigation until tho tlmo of Its mutual adJiiBtmont. At tho time tho suits wero brought ngnlnst tho In suranco companlos, Attornoy-Gonorni niackburn wns Incapacitated from tho performance of ofllclal dutlos by 111 nosfl, nnd tho proposition of Mr. Blng hnm was nccoptod." CONVICTS ARE STILL AT LARGE (Continuod from first page.) turned this morning, snys that tho last Hint was seen of the prlsouorH yextorday was at noon whon thoy left die OrnvoB' place. About G o'clock last night Sheriff Cook docldod that tho men woro lu a utrip of timber near Needy, and orderod the woods sur rounded. It Is Borlously ouostloued that tho men woro ronlly In the woods at nil. Tho supposition that tho con victs were In tho Umber wns based upon tho fact that tho bloodhounds could nut follow tho scent longer. Mr. Cntterlaln ways this fact is only n confirmation of the general belief that tho oscaplng men thoroughly greased their shoes, with bacon groase as a moans of destroying the scant, nnd lu nddltlon thareto, are known to have chnngud their clothing nt every op portunlty, nnd this has hddod to tho dllllculty of the hounds In kooplug the scent. Mr. Cutturlln Is of tho opinion that the men wero nover surrounded Inst night, as was prosumod, hut that thoy had ovaded tholr pursuers ami wero making good tlmo for tho Harlow pass. Ho sa'B If the in on over suc ceeded in getting over that mountain pass, It will be a dtlllcult matter to lo cate the prisoners or hopo to effect their capturo, since from an oarly resi dence In that section of tbo state, Mer rill Is thoroughly acquainted with tho topography of tho country, and, with his companion, will te doubly pro pared to elude his pursuers. Private schools aro detrimental to tho free school sys tem. It Is said, with Bomo truth, that thoro Is too much usolcss and too lit tle useful education. Tho Democratic nominee for stato school superintend ent, himself a promlnont educator, called attention to tho fact that a largo per cont of tho pupils who pass out of tho common schools havo but llttlo practical knowledge, many of them not bolng able to spell fifty per cent, of tho common words. Nor can thoy nearly all apply tholr knowledge of mathomatlcs to tho ordinary business problems. This should not bo bo after olght or nine years public schooling. A llttlo of tho practical and loss of tho Impractical would bo a good proposi tion to elect tho next school director on. A little time spont Interviewing the pooplo who aro patronizing private schools might be a benefit to tho ris ing generation, and a revelation to tho directors of this district. Perhaps not 10 por cont. of tho youth who attend tho public schools aro ablo to avail themselves of tho higher education.
