cil ordered the Installation at tho Sa
lem electric light plant of a three
chime siren whistle, to bo used for
sounding lire alarms. Fire Chiof
Johnson and City Rccordor Judah sub
mitted n plan showing a division of the
city into flvo flee districts, and recom
mended a code of signals to bo used in
caso of lire as a measure of doflnltoly
locating the fire, and of assisting tho
fire department In reaching tho scone.
Signals and Districts.
The city Is divided Into two dis
tricts for convonlonco in giving
alarms. Summer stroet Is tho dividing
lino of tho east and w.ost districts.
That section of tho city north of Ma
rlon and wost of Summer streots, and
extondlng to tho city limits on tho
north, will bo Ward 1, district 1, and
the alarm will be ono long whistle, fol
lowed by a short one. If fire was la
tho dlstilct east of Summer and north
of Marlon, which will bo known as
Ward 1, district 2, tho signal will bo
one long whistlo and two short
whistlos. Tho othor districts aro as
follews: Dotwcon Marlon and Court,
wost of Summer, Ward 2, district 1;
botweon same streots east of Summor,
Ward 2, dlstrlct2; between Court and

Some discussion resulted from a mo
tion of Oris wold to the effect that the
Salem flro department In tho future ho
not nlloweil to go outside of the city
limits to attend a fire. Some of the
councllmen thought tlie proposed rul
ing would be n little severe, but Rur
roughs thought such n decision on tho
part of the council would bo effective
In obliging people to como Into the
city, If they desired the protection
and advantages of city government.
The matter was tlnnlly referred to the
committee on fire and water, to re
