Novor beforo In thn history of tho woll-dresied women has thoro been -eon such unlimited varioty in the modes. During tbcou lovely spring dayp when tho lallor-inndo nown Is in ordei and ennbo wom without a wrap, Home stunning creations aro displayed. Thero is a fierce war waging between tbe Fatin fuced clotha and light wqlght materials of rough weave for fashion able supremacy. The former, however, aro in tho aecendony just now. A pretty tailor design which la bolng display! J by a fashionablo establishment Is de veloped in black satin faced cloth a d trimmed with exquisite appliques ol satin stitched on with silk braid. Tho eklrt is decidedly attenuated In cut and widens nt tho foot into a doop flaro. The appliques aro stitched upon tho front and sidi'H and extend all tho way around tho bottom of tho skirt for about four inches in dopth. Tho Jacket is short and tight fitting, scarcely covering tho hips. It has a vest of soft cream colorod plaited chif fon. Thoro are two Beta of lapels, the in nor sot being of original embroidery showing red, cream and gold in too color schomo. Tho outer sot la of black cloth stitched with satin appliques, Another design, really delightful Is mado with a short Eton jackot. Tho iuckot fastens closely around tho waist and is confined with a bolt ol bluo panne volvot upon which aro sewed tiny gilt buttons. The collar bIiowb the popular Byron effect with protruding sides ond plain front nnd Is carried out In vol vot trimmed with buttons. Tho belt Is composed also of velvet and buttons. Tho bkirt Is llnlshed uround thq foot with thrao circular flounces from threo to eovon inches wide, tho greatest width being at tho back. Very smart shirt waists aro worn with these tailor made gowns. A particular design in pale stoel gray was trimmed simply withstitchlrnra of grey taffeta fin ished at the ends with grey slk but tons With the suit was worn a shirt waist of grey poau d soio. This was plaited In the back, and was tight fit ting. Tho front bloused over a vest of grey, appliqued with ecru colored medallions stitched with silver threads The throat was finished with crush col lar of peau do sole stitched with laco aud tiny grey buttons. But tho most fashionable shirt waltd, are the ones made of whito taffeta. ThertQ are plaited, tuuked, hemsitched and embellished with every decoruUon imaginable. One of the rmartest ways of making audi a waist is to tuck it A dainty model was treated in this wa and overlapping each othfr across th vest were tiny Strap of taffeta trimmed with hilvor buttons. The watsl as worn with a black cloth skirt and held in place at the belt with a narrow girdloof atent leather. Another detign in white satin wns plaited and alternating with the plaits w irrt bands of'a cafe lait lace on either a d of the laee bands were two of the rows ilnleU blaok seUet buttons. The sleeves wereol the Lady CoWille pattern, hat ing the tatin under miff overlaid with the deep colored lace. After having rendered iU morning er vice the tailor-UjAUo gown and shirt waist are substituted in the afternoon by the calling drew This, too, is ear ned to the extreme elaboration. A smart tlefign in eieoirie mue erw is specially worthy 4 mrntlon The skirt h held in tiny ititoln d ptal es to within f. ... ini.lxu. of lli luitw.m Hurt) it if appliqued with the sheerest of rilkiaeel and the cloth ent out from MHiruAUi to show lustrous blue silk lining. The bod use is composed of tucked bands alternating with Bilk laws insorUon. It Is made over a fitted sllklinlng and cutwlth a deep square yoke Around tho yoko is draped a fishli of palo bluo chiffon which terminates at tho buatllna with a composite rosotto of chiffon and laco. Nuim veiling, too, is popular. This fact is probably duo to its ready adapta bility to tho tucked and plaited o fleets It co m 01 in all tho fashionablo spring tints and combines .charmingly with tho lacea and braids which aro now so fanli ionabje. bKEZE GIBSON AT ASTORIA A Correct Version of His Wanting io Bag Sea Gulls. Oswpld West, n Saletn bank cashier now omployed nt Astoria, is quite a joker, and tolls this on a prominent Polk county farmer: Brezo Gibson was in town yosteidny Ho said ho was down for a change ol diet and wanted mo to direct him to a restaurant, whore ho could got a good meal. I took him to an oyster houeo and after orderjng him a couple of dozen on half shell, I left him. A fow hours later I found him down on tho docks taking aim with his fingers at tho tea gulls aniline by and wfshinn ho had brought his gun. I asked htm how ho liked the ovstors. He replied : "I liked tho insido part bully, but my teeth aro a little tender and I couldn't eat thb hulls, but I didn't wnnt to leave anything I paid for, bo I just put tho hulls in tuv nocket and I am uoimz to tako 'em homo nnd grind 'em up for t ho clilckeiiB " Sure enough, Brezu had his pockets lull of oyster ehells. 1 hopn he got bac:c to Polk county withoutbeingehanghalHl. Mr. West adds that when the waiter In tho oystnr houso asked Mr. Gibson how ho wanted them served, that gen tleman stated that he "wanted 'cm killed, by gum." Gibson is a bit of a sport and. no doubt got square with West beforo leaving town. Tho sea gull Btory needs amend ing. Mr. Gibson know it wai unlawf u 1 to shoot them, but hu had his gun with him. Ho did point his finger nt flomo of thoin sailing around, they looked such uico shooting, nnd as ho has a littlo impediment in his speech hero is what ho said "I'd give five dollars for a sot at ono of them aho-gulls." INSURANCE RATES ON SCHOOL HOUSES Wn have noticed eovoral articles re cently relative to insurance on school buildings, and find thoro are somo supgop tivo figures in a recent isuo of Thk Cap ital JounNAti in regard to the matter. We find that, according to this article, Marion county paid for insurance on school buildings, during the five years fiom 1801 to 1895, inclusive, in round numbers, $7,000, an avorago of $1520 por year. Tho paycnt for tho five years from 1890 to 1900, Inclusive, is $3740, nn average of $750 por year. Til's ahowa a saving in insurance paid during tho two periods of $770 per year. THE OREGON FIRIS RI3LIEF ASSOCIA TION wished io claim a portion of this Raving as duo to Its work in Marion CMinly. Thoy do not claim that thoy have saved tho whole amount of over $700 por year, but do claim that they aro insuring a large number of school build ings in Marion county at about one third the coat of old line insurance, nnd that thin saving of two-thirds the regu lar standard rates on tho number of school buildings they havo insured in Marion county is tho occasion of part of the above mentioned savins: in lusu ranco. Taking tho amount of insurnnco paid in tho state for tho past 10 years as shown in tho articlo quoted, $120,000, wo ngreo with the writer of tho articlo in thinking that this is n great deal too much to pay for insurnnco, and it is quite probable that threo-fourtha of the above amount could boxarricd in the OREGON FIRE RELIEF ASSOCIA TION at a coat of about $30,000 instead of $90,000. This would mean a saving of $00,000 during the 10 years, or one half the amount which was paid for in surance Now while it might bo wise for the stats to insure school buildings, in preference to paying tho regular standard companies rates, wo consldor it quite doubtful if they could afford to do so if all tho school districts who could were carrying their insurance with the Association. The Association is conducted on a safe conservative basis and furnishes insurance to its mombors at actual cojt. Wo admit that if'school building woro insusodin a class by themselves, aa would bo the case it tno atato injured them, there might be n small saving over the cost In the OREGON FIRE RELIEF A8SO CIATION, as the records of insurance companies for years have shown that the ratq on school buildings is hlghed in proportion than it is on most other classes of properly. Any school district in Marion county that has been paying regular Insurance company rates for in surance and has any desire to obtain in surance for a more reasonable coat, would do well to write to H. A- John soijj of Salem, who is the agent of the OREGON FIRE JRELIEF ASSOCIA TION for Marlon county. HAIR SOFT AS SILK. hew Scientific Treatment Kills Dandruff Germs and Makes Hair Soft as Silk. Hofor, Tho report was adopted and on motion adjourned to Friday March 3d, IT IS IMPORTANT To Know What You Are Taklnj When Uslnc Catarrh Medicines. Catarrh la tho short route to consump tion, and tho importance of ctrly and Judicious treatment of catarrh, whether located in tho head, throat or bronchial tubes, cannot be too strongly empha sized , Tho list of catarrh cures Is as long as tho moral law and the forms in which thoy aro administered, numorous and confusing, from sarayn, inhalers.waehoa, ointments, and salvos to powders, liquids and tnblots. Tho tablet form 'is undoubtedly tho most convenient nnd most effectlvo, hut with nearly all advised catarrh reme dies it is almost entirely a mutter of guess work as to what you are taking into your systotn, as tho proprietors, while making all sorts of claims as to what their medicines will do, alays keep it a close sterol as to what they are. The success and popularity of the new catarrh cure, Stuart's Catarrh Tablets, is largoly liecauso it not only cures catarrh, but bocauap catarrh sufferers who need these tablets know what they are taking into their systems, Htuart's Catarrh Tablets being composed of Kucolyptol, Hydrastin, Uuaicol and similar valunble.and antiseptic ingredi ents, nnd are pleasant to the taste and being dissolved in the mouth they take Immediate effect upon tho mucous lining of the throat, nasal passages and whole respiratory tract. The cures that Stuart's Catarrh Tab lets have aroom pllshed in old chronic cases of catarrh are little short of re markable, and the advantage of know ing what you are Rutting Into your wtomaoh is of paramount importance when it Is rehiuuiber! that the cocaine or morphine habit has b-en frequently rontraetod as the result of using secret oatarrn remedies. Stuart's Catarrh Tablets mmt with rordiwl approval from pliytfieians, I eaiiM their antiseptic eharaetor render thMii p-rftHHly fe fr the general nubile to use and their OHiupoettioii nnkee tbeH a eomweri smiim wire for nil forms of catarrhal troubhiar.
