PRESIDENT FULTON IN HIS OWN DEFENCE People Living Away From Sa' fern May Accept His Statement. State S6nalor 0. W. Fulton, president of the Oregon upper houao, speaking concerning tho charges that ho waB un fair In committee appointments, seye: "Yes, I know eomo porsons aro trying to make it appear that I hiwo beon un fair in my committee appointments. I full) understand tho source and purpose -f tho charge, but tho public is not inter ested in that. It is charged that nevor beforo was a ways and means committee appointed without tho opposite political party being represented thereon. Yot, at tho session of 1898 and tho session of low, every member ot tno Bonato com ihltteo on ways and means whs a ro pub lican. It is complained that in commit tee assignment I havo treated Sotmtor Howo, my opponent, ungenerously. Senator Howo makes no such charge. On tho contrary, ho has stated to me that he Is well pleased with his commit tee, assignments. And surely ho well may bo, for ho has been most liberally treated. Ho is chairman of two of tho most important committees of the bcii ate, namely, tho committee on counties and theconunitteo on revision of laws, while he is a member of thrco other committees, namely, comtnerco and nav igation, claims, and gamo. Only thrco members of the eenato aro on five com mittees, and ho is one of tho threo. Every committee of which ho Is a mom bor' is an important committee. Tho re vision ot lawd committee is an excep tionally important one, ranking next to tho judiciary and ways nnd means com mittee Tho committee on counties and tho committee on commerce and navigation aro both exceptionally im portant committees. AM I have said, Senator Howo knows ho has been treated well, and makes no complaint. I only mako this statement in orJor that ills fnonds may know tho truth, benator Howo IB a warm porsoiml friend ot mine and a gentleman for whom I ontqrtain tho most high regard. "As furthor ovldonco of tho untruth of tho clinrgo that only senators who supported mo wore appointed to loading committees, I might instance tho assign ments of sovoral who opposed me, but I do not think I would bo justified in men tioning Individuals further, excepting that it is well known that Senator W. Tyler Smith, Bonator Howo'b colleague, earnestly supported n y opponont, and very properly, as they aro both from tho eamo county. Yot if you will look over the committco assignments, you will reo that Senator Smith is chairman of tho committees on roads and highways, ono of tho leading committees, nnd is a mem ber of threo othor committees, whllo eomo of my most activo supporters aro on but threo committees. "It has been published, and, there fore, I may mention tho fact that Sen ator Stolwer supported 8enator Howe, yot ho hi chairman oj the committee on public roads, and Ib a member of tho committees on assessment and tAxation, enrolled bills and revision of la w. "The best position am not, of couree, bo given to all, bat as presiding olllcur I can and will treat all with equal courtesy a n J consideration, and with perfect fairness," GOT 1IIS HAIR BACK.
