It is n bill for an ordinance, to lleonun tax and-regulate certain calllngB and oc cupations within tho city of Salem, Oro gon, prescribing tho character of Baid 11 conses and tho manner of issuing and collecting tho samo ; fixing penalties and restrictions in relation thereto, and re pealing nil ordinances in conflict with it. Tlio tost of tho ordinance is as follews: Bo it ordained by tho common coun cil of the city of Salem, Oregen: "Sec. 1. It shall bo unlawful for any porson or persons to prosceuto or carry on any calling or occupation within tho city ot bale. m, Oregon, fo- which tho terms of this ordinanco require tho pay ment of a license-, until ctich porson or persons shall liavo secured and paid for tho Hconso so proscribed for Bald calling or occupation, as hereinafter sot ferth: "Sec. 2. Each, and all, person or per sons, required by this ordinanco to pay forandsecuro allconsofor his or their calling or occupation shall, beforo engag ing in tho same, pay to tho rocordor of mo cuyoi esaioni, urcgon.tlin sum or Bums prescribed and fixed, heroin, as 11 conso fees, and upon tho payment of said liconsofeos proscribed iu this ordinanco, ho or they shall receive from tho said re corder of said city, u license to conduct tho said calling or occupation so paid for, which said Hconso shall show tho namo of tho person or persons to whom tho Bamo is Issued, tho naturo of tho calling or occupation llconsod, tho amount paid as Hconso fee thorofor, and tho term for which said license is issued, and nil li censes issued under tho terms of this or dinance shall dato from tho day of pay ment of Haid llccneo feo and shall bo of forco and effect for tho day,wcck,month, three months, six months or year, next following tho dato of said paymont, un less Boonor revoked by tfie common council of tho city of Salem, Oregon. Tho following callings or occupations conducted or maintained within tho city of Salem, Oregon, are horoby roquirnd to bo, and are, li censed in tlio following sums and for tho following terms: "1 Tho proprietor, manager or agent oi each and ovory circus or mon- agorlo exhibiting in .the city of Salem, Oregon, shall pay, tho following II conso fees: For a one-ring circus, 50 por day; for two ring circus, 76 per day; for a three-ring circus, (100 por day, and for each and ovory' sldo show f5 per day; for every dog, horso or pony show exhibiting under a tent, $15 por day, nnd for ovory menagerie of animals exhibiting under a tent, f 10 por day. "2 Tho proprietor, manager or agent of any thoatro, or theatrical show, concert, special exhibition, entortahi ment, or amusement venture, conduct ed in a public theatre, hall or tent, in this city, shall pay a, Hconso feu of f 120 per year, $76 for sir months; f 45 dollars for thrco months; 116 for ono month ; $10 for ono woek, and $3 for ono day ; provided that any such theatrical show, concert, exhibition, entortainment or amusement venture, given by homo or local talent for a specific and public elm Ity, or for tho benefit of a resident citizen of Salem, Oregon who is known to bo' in actual need of such assist ance from illness, loss, darnago or oth or Btress of person or ostato, shall bo exempt from tho operation of 'this subdivision of section three hereof. "3 Tho proprietor, manager or agent of any public game or amusement such wares by voico or boll or any other pub lic noise. And provided, further, that persona peddling newspapers, bibles and religious tracts, and farmers, gard hors and dairymen peddling the products of their own farmB, gardens and dairies, shall not bo deemed to bo peddlers under thla ordinance. "8 Bill posters shall pay n license feo of $20 for ono year and $10 for six months, and no license shall issue in this behalf fori n less period than six months. Tho party in whoso nnmo a bill posters Hconso shall bo issued hero- uider, shall havo tho right to employ two assistants to perform labor only, and no Hconso in this behalf shall issuo to a firm or company. A bill poster under this ordinance, is hereby declared to bo a person wjio, for hlro, pastes, hangs, suspends or mounts, any advor tacks pr in any other way places, using matter, in picture, typo, or sign, upon any bill board, building, dead wall, fence, post, or othor place or objects within tho public view; and it is horoby modo unlawful for a bill postor, or his orcployes, to so display such advertising mattor upon tho privato property of an other without tho oxprcss permission of tho owner of said property. "8ec. 4 -Any porson, or persons, vio lating any of tho provisions of this ordi nanco shall, upon convic tion thereof bo foro tho recorder of said city, bo fined la a sum not loss than $10 nor moro than $100, or by imprisonment in tho city Jail for a period not less than flvo days nor moro than 20 days, oi shall suffer tho revocation of tho licenso hold by him or thorn, said rovocation of said II conso by said recorder -to bo ratified by tho common council of Bald city, at tlio regular meeting of said body next aftor said revocation.
