Portland Telegram:
Whoro is tho National campaign fund
of tlio Republican party going? , This
question is apparently worrying more
than ono country nowspoper proprietor,
Some interestinc facta havo been un-
earthed iby porsons attempting to
solvo the problem.
Oregon country editors aro registering
complaints in a vigorous maimer, tho
koynoto of tho trouble being in this
eontence:
"If the National Committee has any
money to spend ouOiegon nowspopors,
let it bo dono with tho newspapers
direct."
Although tho discontent has been
browing for several weeks, the fact has
been kept as carefully concealed as
possible. It ia known that considerable
correspondence Iicih passed between tho
editors, tho National Commit too and
tho Btato Committee, but theso epistles
being Btriclly confidential, thoir exact
wording has not been mado public. Tho
Oregon Republican Kditorial Association
is at tho bottom of tho demand for
"backsheesh." An erronious impression
appears to prevail that metropolitan
nowspapors aro being subsidised, or
rathor aro receiving filthy lucre for
publishing political news, while tho
country editors aro supplied with ready
made campaign matter not accompanied
by tho root of all uvil. Such supposed
discrimination is not bolioved in by all
mombers of tho association, however,
and it has been vigorously condemned.
ThodcBlroof tho editors to receive cash
instead of plato mutter has ofton boon
voiced. Tho subject was threshed over
months ngo at a meeting of the organiza
tion. At that time resolutions wore
adopted anathematizing tho old system
of plates and printed supplements "and
demanding that tho money utilized In
preparing Hitch things bo given to tho
long-suffering editors in very hard cash.
Tho proKsitlon received further debate
August 27, when a meeting was held in
thla city. As a result of this conference
tho following circular has been mailed
to members of tho association.

when tho people aro taking but a pass

do so horeafter, and to issue tho pro
posed political supplement would
amount to a confession of weaknesa or
inability to do our part. Tho supple

portunity to cry "syndicato" and "sack,"
and their effect would bo detrimental
rather than beneficial; besides, too
often they do not fit tlio territory in
which they are circulated.
"If tho National Committee has an
