He picked up his man at Go.'vais and brought him to Salem (or identifica tion and to recover tho wheel, which the fellow did not tako to Gervais with him, claiming that he had thrown it in tho brush near Choinawa. After dinner ho was taken out by team to recover the wheel nnd was to bo taken to Oregon City on tho I o'clock train, After the team was hitched up ho changed his tnlo and said ho had left the wheel In Portland, but as he had one hero yesterday his first story was deemed worthy ot investigation. Several Important matters wero acted upon, Including the passage of the new tolephone ordinance, which imposes a monthly liconse fee of G cents ou each telephono in ubo in tho city. The matter of repairing tho planking of tho steel bridge was referred to tho committee on Streets nnd Public Prop erty with tho power to act in conjunc tion with tho county courts of Marlon and Polk counties. To tho saino committeo was referred a petition for tho opening of the Commer cial street bridgo across North Mill crook with power to act with the county court and tho street car company. Two bids were received for furnishing IS tons of cheat hay for thu flro depart ment. Brewster & Whlto offered it at 17.50 per ton, nnd I). S. Bentley & Co. at (0.-15, tho latter getting tho contract. A potitlon for a Ore hydrant at tho cornorof High nnd Division streets uas referred to the above-named committee. A petition from T. Nelson for n liquor license was referred to tho proper com mitteo and n licenee was ordered issued to Mol. Hamilton. A potitlon was received from property owners asking that tho sower, In block No 2. be assumed by tho city. Street commissioner Frizz 11 was called tion and stated thnt this sewer was well con structed but not in gooJ order. Ho ox- plained tho status of the sen cr which was that of a good many others which had been constructed by private parties before tho city had u souorngo system, nnd in his opinion nil these Bowers ought to ba assumed by tho city. There was no manhole at tho junction with tho main sewer. Too council evidently thought that tho sewer should bo put In good order beforo tho city would assume control and the motion to accept was voted down. A motion was then enrried that when the sewer should bo opened up and a proper man-holo constructed, subject to approval of tho street com missioner, tho council would accept tho sower.
