Prcscott Interviewed In Astoria About the Capital City's System of Reduc- Inj Interest and Huanlng: Excentes. "Astoria is having the sotno expert, enco with tho street lighting question that Salem had two years ago," said A. W. rreecott, of tho Capital City, Inst evening, in conversation with an Asto rian representative. Tho pcoplo of Salem had been paying $10 per month, per light, for 2,000 can- dlo power street lamps and tho pcoplo thought that this wna too much. They weio working under a 10-year contract with tho electric light company and uero using 45 lamps nt an nnnual ox penso of $5,400 per year. In tho city elections tho issues uero drawn upon retrenchment and reform, with tho ro suit that tho candidates pledged to a ro duction of expenses wero elected. One of tho chief items in which a reduction of expenses was demanded, was that of street lighting. When tho street light ing contract oxpirod in Juno tho reform council and tho electric light company wero unablo to ngreo upon terms nnd all lights wore shut off. Tho city romalncd in darkness ovor thrco months, when tho light company acceded to tho city's demands and agreed to furnish 35 lights at $5.05 per light por month. Tho company is using tho 2,000-candlo power lamps yetnnd wo have reduced tho nnnunl expendi ture on account of street lights from $5100 to $2,600 per year, or a saving of $2,900 per year. After tho first fow nights of darkness no great inconveionce wns experienced, nnd although wo now hnvo 10 less liglitB than formerly, no 0110 complains. "Our reform city council Inaugurated toveral measures which hao materially reduced our current expenses and thus lightened tho burdens of taxpayers. Ono of these measures was tho making of a popular 4 por cent loan for tho purpose of refunding an outstanding Indebtedness of $05,000, drawing 8 per cent interest. This loan was so successful that It at tracted wide attention and was given fa vorable comment In eeveral leading pa pers of tho United States. The bonds issued wero In small amounts nnd wero payablo on call. Tor this reason they wero practically all taken by small In vestors who reside in Salem and tho in terest will consequently remain at homo Instead of going to Eastern bondholders. It was predicted by able financier!) Hint tho popular loan could not bo suc cessfully made but tho results wero so satisfactory that tho Salem school board has recently made a similar loan ol $30, 000.
