ernment an edict datod August 2, say
ing: "As Pekin Is not vet restored to
ordor, and as precautionary measures
t may not socuro absolute safety, the
foreign ministers are being consulted as
to tho proposed plan of detailing troops
to escort them Bafoly to Tien Tsin.
Extra Session Not Probatte.
While thore is talk of peaceable action
government in tho Chinese matter, nnd
Boino discussion of the possibility of an
oxtrn session of congross to deal with
tho situation, It la likely that nothing
will bo done until additional Information
is received from China.
It is stated that McKlnloy will return
to Washington next week. As to the
feasibility of an extra session of congress
it was said by a prominent official that
such a session Is improbable.
Tho message received from Minister
Conger lust night which states that the
legation Is still besieged, and thatthe si
tuation is more precarious, brings tho
Chinese- situation to its most serious
stage, and the authorities in Washing
ton regard tho matter of great gravity.
Thoy aro aware that nothing but tho
most vigorous action can meet tho con
dltions, wivo ministers and other for
eigners in Pekin, and avert a war of
long duration. After a conference, In
which President McKlnloy participate!,
over a long-distance telephone, It was
decided to send a messago to Consul
General Goodnow, repeating tho con
tents of Conger's message and advising
him that a crisis had been reached.
He was directed to communicate the
fact to tho Chinese officials who were
to transmit it to their government in
China, with a strong representation that
tho present situtatiou Is Intolerable. It
is understood that the dispatch was
practically an ultimatum, and an oarly
reply was demanded. An answer Is
expected during tlio duy, nnd It probably
will detormlne the future action of this
government.
It Is not believed by tho war depart
ment olllclals that tho late national
fortes can reach Pekin in time to res
cue the Ministers If actlvo hostilities
have begun against the legatloners by
Iinorinl troops.
