Gilbert, of Gil bertBrog., bankers at Salem and Jloecow, Idaho, takes progresaive views of public finance. Ho was instrumental In securing tlio adoption of tho public school savings bank nt Salem, and has favored tlio popular loan funding plan. Ho was nt Portion 1 Sunday and in nn intervlow ho said money was very plentiful nt tlio state capital as farmers and stockmen nearly nil have deposits to thoir credit and Intorest is consequently low. Bor rowing on personal application, without security, has fallen Into dlsueo of late, and loans now nre mostly made on tho basis of property eecurity, and finances havo thcreforo nesumed n moro stable foundation than formerly. The stato also has n good deal of money to loan, but as there nro a good many restrictions to bo complied with, on tho part of borrowers, property own ers havo not been very cagot to borrow from tho state, preferring to deal with banks or privato capitalists, who do not demand that tho land Bhall bo three times tho value of tlio loan, without tho bull Jings and improvements. Tlio ntato has heretofore been a littlo to free In making loans on farm property, ho thought, nud as n conecqucnco hns farm lands In every county on its hands. Ho thinks the idle money to tho crcd it of tho school fund, which now must bo nearly $000,000, should bo mado nvailablo for tho general fund, as a do flcency is beginning to bo noticablo in this latter fund, and by tho tlmo tho Legislature meets again state warants to nn amount equaling tho idlo moneys in tho school fund will bo drawing 0 per cont interest. In other wordB, tho state should not be paying interest on $500,000 when it has that amount locked up In its vaults. "The hopraisere of Marlon county are happy, nnd thoy aro now arranging to pick their crops as soon ns ripo although n few weeks ago they talked of lotting tlio hops go by default. Hopbuyers havo been around among them, offering to contract for 0 and 10 cents, nud. ns the hops can be put into the halo for 0 cunts tho prospects nro good for n small ainr gin of profit to the grower. Tlio hop crop of Marlon county Is likely to bo heavy this year, and the quality will be first-class.
