When in 1818 Emperor Illen Fung issued the usual proclamation requir ing eligible Manchu maidens to pro sent themselves for examination as can didates for imporial concubines, Tsi An wont to Pekin with others, and was nmotig tho first ton choson. That sho had brains as well beauty is proven by hor success In soon securing tho es pecial attention nnd favor o! first tho empress, and then tho emperor. Heine of tho Manchus, tho empress is hated by tho majority of tho Chinese. She has directly murdered many, and It is supposed that she helped to foment tho Bo.xora uprising, not only to rid tho country of tho hatid foreigners, but to crcato an opportunity to kill off a largo number of her enemies. Tsi An is not an altogether lovablo old woman, but her history makes an interesting study. A Terrible Woman. Tsi' An who at present defies tho world, bids fair to become ono of tho notable) of history. Sho is already re markable, having ascended from tho position of a concubine to that of ruler of four hundred millions of people. Sho promises to lx) still more remarkablo from her present attitudo, 'which bids fair to not only wreck her own omplre, but possibly set Europe and Aslaablazo with tho torch of war. This woman, headstrong, selfwilled and lacking tho womanly graces, scorns destined to play a more important rode, weighed by tho calatnatious results than any woman in history, and compared with which Cle opatra's rulo and tho ruin that followed wero a bagntollo. Tho whims of tlib vengeful woman at tho present tlmo aro tho subject of most profound concern in tho cabinets of Europe, and in Ja nan and tho United States, and tho re sult is hard to foretell. From the tlmo of her flight w ith her Imperial contort during the Anglo Fronch advance on Pekln in 1800 to tlio outrages of today the inlluenre of the empress has been on tho side of reaction and disaster. Kwang Su,a child four years old, was then proclaimed exporor, and sood after Tsi An removed her co-om-press, Hien Fung's widow, by poison. Tims she was in completo control of tho whole empire, East as well as West. KtvangSu grow up and assumed nomi nal control as omporor, but as eoon as ho began to oxerclso authority In fact, and contrary to Tst An's wishes, ho was dethroned nnd put into prison, whero ho still remains, though why tho dowager did not murder him is not explained. The End of China. Hnlph Piatt, at Tacomn, recently from China, wo s Intervelwed and said: "Yes, they understand that it is to bo tho final result, but they don't care. Tlio Chineso aro not a patriotic peoplo, in the senso that tho Japaneso are. They nro a very roligloiiB people, whllo tlio Japs have really no religion. Tho Mohammedan, Shinto and Buddhist aro so in a clash there that they really have no religion and consequently their ener gies go to patriotism. Tho Japaneso aro tho most overestimated of any nation on earth. Tho Chineso, on tho other hand, aro very much underestimated. Nobody every saw in this country but very few roprcsontativo Chinamen. Nearly all in this country aro Cantoneso. You never saw a Chinaman from Fuchu, Amoy, Lingpo or any of tho principal provinces of China in this country. Tho Chinoso aro very superstitious, and conservative but they are an intelligent peoplo, and great in a commercial way and great money-makers. Mr. Piatt left Pekln on May 27, aftor holding a conference with tho emperor at tho Palace. This morning ho received a cablegram from tho emperor or some of his party, but its contents ho did not disclose further than to remark that it was safe to state that tho emperor was at tho present tlmo well and had not been murdered ns had been rumored. The Pink Palace. "In Pekln," said ho, "thoro aro ex tensive palaces In a largo system of gar dens, surrounded by walls and lorts. In ono Ecction tho empress dowager and her party are holding court, while tho emperor and his party aro keeping up another establishment, though at prca ent the empress dowagor's party is largely In control. "Anyono who attempts to approach tho palaces is mot by guards and sol diers nt every step, nnd has to pass through numberless gates and sentries, some of them carrying old blunderbusses and cutlasses of an ago long past, and dressed in all kinds of uniforms. It would bo an utter impossibility for a foreigner to over succeed in gutting through this cordon of sentries and sol diers, and a dllllcult task sometimes for even high Chinese officials. I had no troublo, howovor, as lny credentials wero such as to admit me to an audienco with tho emperor at once. Tho emperor Is a man of a good deal of ability. Ho Is well educated, progressive, and of a good deal of force of character, and struck me as being a man who would come to tho front. I had a long conference with him regarding matters with which I had been entrusted, and left almost directly for tho United Srates.
