The tlrst business in order was the reading of tho annual report o( tho board of directors, which was published In Tit k Journal Jan. 22. Fully ono hundred represcntatlvo citlrenn wero present and participated In tho dolibor ations. After the report was read, Tilmon Ford lisked If It was necessary to ustab llsh a tonth grade. Judgo It. 1'. Bolso then suggested that instead 'of cstabliehhig a tenth grado tho graduates of tho ninth grade be en couraged to attend Wlllamotto univer sity.. Dr. W. II. Uyrd moved to strike from tho report of tfie board tho recommenda tion for n tenth grade. An amendment to tho motion was offered to refer this subject to n com mittee of three to investigate and report upon tho subject nt tho annual meeting In March, which was lost. Dr. Byrd miulo a strong speech against tho tenth grado. Ho was followed by Dr. W. A. Cusick in a liko speech. Mr. Ford spoke flatly against tho adoption of tho grado and ill fact against public education nbovo tho lower grades. Director Chamberlain stated In ans wer to a question that tho proposed tenth grado would not require tho fin ishing off of another room In ono of tho buildings, and would only necessitate tho employment of ono additional teacher, costing on tho whole not over 500. Prof. Urawfoid, principal of the Lin coln school, spoke of tho experience at Albany. It was to the effect that tho addition of higher grades to the public schools increased tho attendance of tho College. Tho motion to strike thoroeommendii for n-tcnth grado from tho report carried and tho measure vna defeated. Tho matter of putting a now heating plant in tho East school was brought up, and as no. ono scorned to have any very very deltnito ideas on tho subject tho whole matter was loft to tho board. The next question was upon tho tux levy for tho coming year upon motion nl) mill levy fori school purposes was made. - iVn additional levy of onp.half u mill for ropairs was moved by A. N. Gilbert. Also why Marlon county has about $76,000 in county warrants un paid, bearing 0 per cont Interest, and Linn county has no warrants unpaid, And money enough In tho treasury to pay all obligations until about tho last of May 1000? That Linn county lias built and completed a now court houeo during 1890 costing over $25,000 which is fully ipald? That Linn county has many mora bridges to build and equal expenses in every department to Ma rion? That tho assessment of property in Marlon county is greater than in Liun, and would produce a much larger sum of money If tho levys were equal?.
