An elderly German who arrived ill Portland the past week, from Sllvcrton was surprised to sec so many black, red and white flags displayed on every street. The German Hag is black, red and white, and tho Woodmen of the World use tho same colors in their Hag, but arranged different. Tho stranger paid no attention to the arrangement of the colors, and so mistook the Hags hung out in honor of visiting Woodmen for German (lags. Happening to meet u German friends who is a bit of a wag, the old man asked whvso many German flags were "hung on our outer walN," as it were. When told that there was to be a German picnic tho next day ho said: "That is fine. I must stay and seo that." Then he asked whaf'W. 0. W." on the flag stood for, and was told Jthey stood for "William of tho World," a compliment to Emperor William. The old man was delighted, and exclaimed : "Horr Gottl that is line. I thought the Americans were not feeling kindly toward the Germans, but that must bo u mistake, or they would not put out so many German flags for tho picnic," and the old man, who is u loyal citizen, was much pleased to think that such a kindly spirit was shown to his country men. Farmers Discouraged at the Weather Conditions and Lateness of Spring A. V. La Hoque, a prominent hop grower and pioneer, returned homo this morning via steamer. Upon being interviewed by a Joun.v u, reporter ho said the general condition of tin hop and w heat crop around lluttovlllo was fair, yet fall wheat was looking quite funny and yellow and unless tho conditions change for the better soon the wheat crop will be materially shortened nndjit best it cannot niako an average crop. Mr. La lloquo says the French Frairlo farmers are badly discouraged owing to tho late wet spring. Not many potatoes havo been planted and every kind of farm work is retarded. Hops are look ing tine but tho weeds are getting in their work while nothing can bo done on the laud. It is the most discouraging spring I havo experienced in 20 years, and tho ground is wetter now than in 20 years at this time of the year. Last Friday at-l p. in. there was a regular cloud burst at Hutteville and tho water stood several Inches deep on tho ground, something that had not happened in the memory of the older settlers. Some of the hop men think there will lie no lieu this year. Tltoro "will bo lots of cherries around Huttevillu but not much fruit of any other kind.
