Next, Claud Catch, a Republican, was elected, but undor both the machine kept the saddle, and the city's affairs wont from bad to worse. There is abolulcly no hope ot any permanent reform or improvement In government, so long us the people content thomselyes with working by the old machine methods. The ma chine Is to enrich the party workers nut to protect the taxpayer. Exactly what we have seen in the past at Salem and on evory hand; states, counties, cltlos, towns and school districts running hopolossly In debt, expenses Increasing, the tax payer looted right and left, it Is no wonder that a very prominent and stnl wart Republican businessman of Salt ra prophesies thut "Oregon will go Pop ulist next year If there 'Is not a change." The mere dunging from the dominion or a Republican machine to ttiat uf a PoDullst machine would af ford not the least relief. When the latter would net to running smoothly It would be no better than any other m iclil ne. The shurpcrs would simply get the run of things, get their wires laid, and then the taxpayer ooul I go hung. Inc Populists thomselvcs partly realize this when they demand (Ureal legislation, which Is all right so far as it goos. But the first knockout blow to bo ad ministered to the rlngstors, should be popular nomination ot candidates.
