Reconsideration was moved atid carried as a matter of course, and the roll was Immediately called en the question, "shall the bill pass1' Thirty voted aye, twenty-eight no, and two were absont. The reading clerk counted up, read the names of tlio absentees, of those who voted no, and of those who voted ayo:sald there were thirty aves; received some gratuitous consultation, remonstrance and advise from a certain newspaper reporter who voluntarily exercises n Kindly supervision over tlio otllccs of the house; and again stated that there wero thirty ayes. After considerable delay McCourt arose and changed his vote frcm no to aye, giving the bill the necessary thirty one. The proposed commission according totlic varlouf provisions of the bill In question, Is to take wle cluirgo of every feature or Insane asylum man agement, from the greatest to tlio least, Important detail. It assumes absolute control of the medical stair, with the rest, and can make the tenure of.olIlccofcar.il and every one of them denendeuti upon tamo sub. mission to the commission's dicta tion. This board can discharge patients as cured or recovered In the face of protests or the medical statT should It so desire and dlicct. Rational men are supposed to have an obJJot to accomplish 'vhen they act. What then, Is the object to be accomplished by supplanting the present board for a new and untried one ? The present state oulccrs are all men of approved character and Intel llgonce or they, would not be occupy ing their present positions. Is a new board at all likely to btitliclr superiors cither from an Intellectual or humane standpoint? Is it not rattier a fact, that, as all criticisms 011 account of mismanagement will be directed against the heads of the stato govern ment, that the present state board would be prompted to gicatcrcare on that account? The thought intended to be conveyed K that the proposed board will bo nciuer the people, and, therefore of necessity must bo exceed ingly In love with all typos of un fortunates, and must be made to in lervene between the heartless poli ticians on the present board and the wicked and designing medical stall In attendance at the asylum. 1 am sure past state boards will bear me out in the statement that very frequent con sultations between tlio board and superintendent, often weekly and at loast semi - monthly, have been found lndlspcnslble In order that all concerned may keep fully In formed as to tho lulinltu host or de tails that must be understood by both factor oC control so as to conduct tho asylum in accordance with tho best in to rests of tho Inmates and also of the state. Still if lie would fur ther change the name from hospital to hen-roost It might, bo well and equally as .sensible, atid It would be a harmless deception with the patients tied firmly fix tho minds of friends In the belle! that the inmates were prolltably and successfully carrying on a poultry business, nnd it would seem next to Impossible for any one to cvor Unci out the dif ference. Any one at all versed In the almost Innumerable types of mental alienation, and the profouiid Knowl edge of brain anatomy, physiology and Pathology which one must possess to qualify him to pass on such cases, will readily recognize tho absurdity of any but 11 most skilled physician's judgement being Of the least value In declaring who shall be retained or who shall be discharged as cured. Ac cording to the hill lu question, there Is no provision as to the competency of any.incmlier or tlio proposed com mission. The slnto of Oregon has been particularly unfortunate In Its elforts to control state Institutions by commissions, and ought to profit by experience. Some years atro thore was a board of charities and corrections which was repealed at tho next sns sloh or the legislature following tho one thr.t had created it. The present muddle and confusion at the Soldiers' Home Is another fair illustration. I desire to say In conclusion, that there Is no position at the Oregon Insane Asylum that I would under any circumstances accept, 90 that I trust may bo freed from any charge of mercenary motive in tills discussion.
