Who Great stir was caused In the corri dors by the inssage Thursday in the senate of an Ironclad medical bill, of u very sweeping character, to further establish and monopolize medical practice in thu huiids of tho regulars. The technical details and strictly scion tl lie features of the bill can not be presented In a newspaper, but there are provisions that Infringe the common privileges and fund-inicntul rights of all citizens. It is made a crime to publish a test imonial of a cure as an advertisement, under heavy penalties. In a free country this feature alone ought to condemn the measure. The right to print and publish Information for the alleviation of those who are suffering can uovcr bo abridged, and no lover of human liberty In the legislature can voto for such a bill. The hill prohibits any persons from advertising their ability to perform un "Improbable" cure. If people aro to bo prevented by law from attempt ing to perform what some other per son may deem "Improbable" there can be no progress made even In the medical profession. These points only show the drift of the measure which Is Intended to be oppresssve to all but the 'Tegular" faction of the healing profession, but presumably aimed at the lately es tablished science of Osteopathy, a school employing nosiuedlclne what ever. Washington, Jan, 28. Dr. Lyman Abbott addressed a Joint meeting of tho Post-Graduate Club of Columbia In Ucrnard college. Dr. Abbott during his lecture mado It clear to his listeners that ho thought it cowardice to destroy tho government of any countiy and then sailed away and leave tho country to Its own rcsourscs. He expressed the opinion that tho United States nliould oxer.: I so a protectorate oyer Its newly ac quired territory until the people have been educated to a condition where they nrc able to govern themselves. He would not leave It to them to de termine by vote whether they wish to govern themselves or bo governed by the United States. He said further: "What Is the country to do ? I be lieve, inyielf, that the late war was a tlghtcousone. I did not believe the same thing In our war with Mexico, but after the conclusion of that war I accepted the coudltlons as they wero and believed with tho?o who thought that we "ought to accept the new con ditions. "How are we to accept the condi tions now confronting us? Wo can disavow tho relations we llnd our selves In with Cuba and the Philip pines. We can sail away from Cuba and the Philippines and sny: 'Wo have freed your lands of tho Span iards; now do tho best you can.' The golden rule is a good one. 1- believe that It applies to nations us It docs to Individuals, Suppose wo wero to leave these countries to themselves, now that wo havo sjiakon their for mer government to tho roots. I think we can supply a bettor government, for them.
