OLINOBtt $6.00 and Up NEW CHARTER Adjourned Session of the Council Refuses to Ratify Bend Clause. The New City Charter Kcad (Section by Section and Approved Ordered Re- infjrosscd and submitted. The city council met last night Id adjourned session to consider the new city charter soon to bo submitted to the legislature ;for adoption. After some prcllniinlary discussion Recor der N. J. Judah called tho meeting to order and the council roll showed that seyen members were In attedance. Alderman Leo McGrcw being de tained at his homo by reason of sick neiibln tho family. The council took up tlio discussion of the charter section by section, and with several amendments the docu ment was approved. Tho now charter was drafted by a committee of citizens, all of them well versed in the rcqulrments of tho city government and tho defections of tlio old charter as well as Its good qualltllcs, and tho document which Is the result of their labors Is a bulky roll of thirty six typo written pages containing seventy six sections, the majority of which arc similar In circot to tlioso of the present charter. Sev eral important amendments liavo been niado In tho now draft, which arc nieiuit to Improvo the working mechanism of tho city government. By the oldcharter tho city marshal ship, Is one of tho elective ofllccs of the city but tho new charter- makes this olllco appointive by the city council. This section, which Is tho lifth one In the charter, was strongly objected to by Graham and Legg on the grounds that the appointment of that olllcer would give tho council too much power In tlio management of city affairs. After a good deal of dis cussion tho section was adopted, Btircti, Rlggs, and Gcsncr yotlng aye; Graham voting and Legg voting no. Alderman Burrows stated that he was in favor of the election of the marshal but had failed to vote through a misunderstanding, so the section was adopted. If the new charter is noWviulnpted by tho legis lature as approved by tho council the city marshal's otllcc will bo ap pointive, as the policemen and lire department otr.cors are at present. Another Important amendmont was mudo to Section 0, paragraph 14, re lative to tho purchase of supplies by the council. As the amendment reads the council Is empowered to buy sup plies not to exceed the yaluo of $25, all purchases above thut amount must be let by contract to tho lowest bid der. This was amended so that the council could select a tem porary recorder. Section 12, provided the mayor should furnish bonds and was amended so that lin would not havo to do so. An important amendment was made to section 14, which related to contracts. It was decided that no councilman cnuld furnish any con tract to tho city or engage In any bus iness proposition by which he would ba financially bcnclltted by tho rove nues of the city upon pain of expul sion from tho rouncll. Section 23 of the charter was tho heart of tho whole thing as It related to tho financial management of the city and provided for tho means of raising money to pay the out standing ledebtcdness of the city. It con tained several necessary features and at the last provided for the calling in of the nut standing city 8 per cent warrants and refunding the dobt by now warrants not to draw a higher rate of Interest than PI per cent or the Issuance of 10 year bonds at a rato of interest not to exceed 41 per cent. Gesuer, Lngg and Graham did not approve of the bond sure and spoke warmly against it. After much discussion the udoptlon came ton vote, Buren, Burrows and Rlggs voting to approve tho action, aud Gesuer, Graham and Legg voting to not approve. The vote stood equally for and against, nnd the mayor being absent, the tic vote defeated tho sec tion aud left tho tiuanclal question practically out of the charter. Section 25 related to tho Improve ment of tho public grounds and pro vided that nil parts etc. of the city should bo cared Tor by the city with tho exception of Wilson avenue. Tills exception was mode so that the stato would see that It was tlio senti ment of thorlty Mint the pink should pass under stato control. Tlio concluding sectlotu were almost exact duplicates of the old charter and were adopted without reading, after which the charter was ordered re. engrossed and placed In the bauds of tho Marion county delegation., to tho state legislature. This is the richest country I havo seen. Vegetation grows the year around. Threo crops of corn and four crops of sweet potatoes may bo gathered from the sumo ground. My tents covers a part of two potato rows. Tlie potatoes aro small and not good for a fellows health. I fnrg'it to tell you that this is tlio most delight ful climate that I ever saw.
