The t uestlon Is, shall wo le taln the present arrangement, or shall we try another plan which cannot possibly do worse for us, ar.d which may do a great deal bolter. The Daly bill proposes a commission of flvc.'to be appointed by the gov ernor, for the selection of pchnol books. To the governor nnd to each member of this commission thoro will be tho highest Incentive to reduce the price of Oregon school books. Such n reduction would reach the attention and secure tho welcome approval of every school book buyar In Oregon, which means that almost every homo In Oregon would yield hearty grati tude to tho governor of the state and tho members of tho commission. No Inllucnco could by more powerful In leading to resistance of corruption and an honest discharge of duty. Every oillclal act of the com mission and every vote for books and prices for books Is to be 11 matter of public record, to bo known by every citizen of the state. Failure to correct prevailing abuses would bring both tho governor and tlio members of tho commission Into disrepute. The present arrangement suffers those who fixed present books and prices perfect freedom from res ponsibility. No man knows now what men they wore who plunged school patrons of Oregon Into necess ity of paying from ton to thirty per cent more for books than Is paid In Idaho. With tho commission, re sponsibility cannot bo escaped. A continuation of tho prices and con ditions that now exist would destroy the political hopes and public reputa tion of the governor and of each Indi vidual member of tho commission.
