It Is attempted to Justify letting out the collection of delinquent taxes la Marlon county since 1802 to a pri vate collector and a would-be political rjoes.nt 15 and 20 per cent commission, because that la the way It Is dono In Multnomah county. That Is the de fense made by the organ of the boss. There Is no showing made tint there Is any legal authority for farm lag out the collection of taxes. The law makes the sheriff the only tax collector. The Turks farm out the collection of taxes against the Ar menians to non-rcsldent Jews. The process In Marlon county It not much more respectable, and has no more warrant of law. The very act of putting the delin quent tax rolls in the hands of a private collector, and allowing him to go Into the sheriff's oulce and handle the books Is an outrage. The sheriff Is the sworn custodian of the books and should politely show the door to any person not clearly authorized by law to handle those records, and If he did cot go put him out of the office. A tremendous power and advantage Is put In the hands of a private person when he Is made tax collector. He Is put la an official position oyer the citizen and his property, gains In formation that may bo used by him or those who employ him to dispossess people ol their homes, and can use the Information he gains to enrich him self or his friends, to say nothing about using It for political purposes. Tho county court of Marlon county probably did what seemed to them light in attempting in this way to collect delinquent taxes. But let us ask why In Marlon county the law for collection of taxes Is not enforced? Why has there been no de linquent tnxsulc In four or flyo year. Why r the collection of taxes drag ged out a year behind time? Why are not tho taxes declared de linquent according to liw and all compelled to pay up nllko and the Ustsjill cleaned up by September 1, of each year? Why Is It that the poor munand mlddlo class of taxpayers pay up promptly and the largo tax payers hold back their money from tho county from six to eighteen months ? Is this Just enforcement of tho law ? Why docs tho samo law work differently In Marlon, from what It dues in Linn, Lane, Douglas and othor counties, whore tho law is enforced, taxes uro collected, and de linquent lists are mado out, adver tised and sold ? Is thero not u nigger In tho woodpile, who keeps Marlon county out of tho use of tax money and compels pnyment of Interest on warranto for at least a year t It would seem that thero could not be a more shiftless expensive, unfair, unjust Illegal proceeding than the way the laws for assessing property and collcotton of taxes 11 ro enforced, It Is hoped tho present county offi cials In tho legislature will put a stop to It, But to cap tho climax nf all, atid put tho cap shsaf on tho Iniquitous system, delinquent tuxes are farmed out to n prlvato scalper. Tho suit can be brought by the dis trict attorney or by a taxpaper,and Judges Boise or Burnett are not the men to favor such Illegal grafts on the Treasury. The Journal has a promise of ablo legal counsel to push a caw?, and a prominent taxpayer will allow his name to be ujeJ, if the dis trict attorney will not bring the suit. The expense need not be great, but the taxpayer who brings the suit should not be compelled to put up the costs. Some one should receive sub scriptions to bring the suit to enjoin the Illegal collection of dcllnqucut taxes, or receive the names of tax payers who will unite to defray the costs of the case In the circuit court. Tho views of the preshhut upon the building of the Nicaraguan canal are quite indeterminate. lie favors the building of the canal, but how and by whom? On these points he leaves us to flounder In the dark. lie ocemingly Inclines with some favor toward the Maritime Canal Company, that holds a concession for the building of the canal upon which Senator Morgan wants to build, and upon which the bill now pending in the senate Is hung. But to subsidize this canal company, to permit the Issue of watered securi ties would be but to repeat the scan dals of the Pacific railroad construc tion, rob the government in construc tion, rob the people for all time a'tcr for the profit of the promoters of this stock watering scheme, who hope to enrich themselves by getting the gov ernment to guarantee the bonds of the company that can be sold for onoughlto meet tho cost of construc tion, then Issulug fictitious capital to thcmsclycs and charging the users of the canal exorbitant rates that will make possible tho paying of dividends on such ficticious capital. Tho government cannot ulTord to bn a party to any such nefarious scheme If tho people build the canal the pco- plo should be secured tho advant ages. This Is common sense nnd this being so, common sense demands that the people, that Is, the govern ment, should build the canal and operate it. If It cannot be so built, 'wo say with .Congressman Hepburn, better that it he not built at nil. Tlioro Is only ono way to build tho canal. If It Is to bo built, .the govern ment of tho United States must build It, and If the United State builds It tho United States must own It. This Is well slated by Congressman Hep burn, of Iowa, who, as chairman of tho houso committee boforo which tho Nlcaruguan canal qucsllou must come, can doubtless exorcise a most healthful Influence In tho shanlng or legislation. Ho docs not see any Justice In the proposition of tho Mar itime Canal Company and fathered by Scuator Morgan, that the United States tuke tho risks and responsibil ities of construction und hand tho canal over to such company, to bo managed and used for tho enrichment of schemers putting no money Into tho construction of the canal, but cajoling tho United States Congress to vote such money, or what amounts to tho samo thing, guaraiitco securities upon which tho money can bo raised, Thus, says Mr, Hepburn, tho canal company may as well conclude that ! tho canal will ultimately be built b .government money that will bo owned I und operated by thu government or not le built at all. He further declares that tho United Statos must acquire from Nlcuragua tho soil upou which the canal Is cousiruotcd, for "(hero must be on shadow of light for any othor nation to Interfere In the future with tho management of tho canal any more than they could Interfere with the navigation of tho Delaware River. ...
